Don't Use Niger Delta Oil Money To Fund Your North Central, North West, North East Development Agencies, IYC President Oweilaemi Tells FG, National Assembly

Don't Use Niger Delta Oil Money To Fund Your North Central, North West, North East Development Agencies, IYC President Oweilaemi Tells FG, National Assembly

Francis Tayor

Yenagoa____ Prior to the introduction of North-Central and North-West Development Agency Bills on the floor of the 9th National Assembly after the successful establishment of the North-East Development Commission by the 8th National Assembly, the ljaw Youth Council (IYC) President Worldwide, Pereotubo Oweilaemi (Esq.), has cautioned the federal government, as well as National Assembly to be careful and not allow history to repeat itself as regards to the funding of the new regional development agencies.

Barr Oweilaemi raise the alarm in a Press Release dated 2nd December, 2019 stated that, federal government can set up as many development commissions as it wants across the country but every regional development commissions established should be funded with monies generated from that region. He argued that, NDDC is starving of funds by the federal government of Nigeria. The Amnesty Programme is more cosmetic as it did not solve the problems of Niger Delta. Also, the Ministry of Niger Delta is administratively dead as federal government has tactically merged the ministry with NDDC in order to deny the region the attention it supposed to get.

The number one citizen of ljaw youths is of the fear that, the introduction of more regional development agencies bills are another subtle move by the federal government to deny Niger Delta region of her right to development. He called on National Assembly to make the funding aspects of the bills clearer, noting that no oil revenue from the Niger Delta should be used to fund and develop those agencies when the northern region is already getting lion share of the government's attention due to the flawed federal structure.

According to the Press Release, read; " As the proliferation of Bills already flooded on the floor of the 9th National Assembly for the establishment of regional development agencies, IYC wish to question the rationale for their establishments, especially it concerns their funding. Though we are not against the establishment of such bodies, our concern is their funding.

With the way and manner the 9th Assembly is introducing these bodies such as: North Central Development Commission, North West Development Commission, etc after the North East Development Commission came on stream through the 8th Assembly, IYC fears that history may want to repeat itself about the funding.

We believe that these agencies are not going to be funded with oil money from the Niger Delta. The funding of the North East Development Commission is shrouded in secrecy as we believe strongly that it's being funded with oil money. These broad day robbery of our exclusive economic right should not be replicated in the incoming bodies.

Just as the governors from the South East region has made it clear that the South East Development Commission is going to be jointly funded by them, the governors from the north should also come clear how they want their regional development agencies to be funded.

This was how the then Supreme Military Council (SMC) under the chairmanship of General Olusegun Obasanjo exercised legislative powers at the Federal level, made the greatest mockery of the Ijaws by promulgating River Basin Development Authorities Decree and the Niger Delta Basin Development Authority Decree. The former established 10 other River Basin Development Authorities for every river, rivulet, creek and brook in the rest of Nigeria. The latter established the Niger Delta Basin Development Authority.

The Nigeria State using the barrel of the gun, proliferated river basin authorities using the oil wealth derived from the Ijaw Land. It then went to categorize these development agencies from category A to D in order of importance for discriminatory funding. The Niger Delta Basin Development Authority, supposedly an offshoot of the defunct Niger Delta Development Board was placed in category D while Sokoto Rima Basin Development Authority was placed in category A. We reproduce hereunder the statistics of the funding of the River Basin Development Authorities in Nigeria from 1970-1983: Sokoto River Basin Authority N650,670,441; Chad River Basin Authority N296,557,606; Hadeija-Jamaara River Basin Authority N286,810,966; Ogun-Osun River Basin Authority; N183,595,638; Upper Benue River Basin Authority N139,524,063.

Others are: Niger River Basin Authority N131,115,438; Anambra Imo River Basin Authority N118,307,366; Lower Benue River Basin Authority N102,323,405; Benin-Owena Basin Authority N89,921,231; Niger Delta Basin Development Authority N76,662,210, while Cross River Basin Authority N60,631,023.

Our fear is that the regional development commission Bills are another subtle move to deny Niger Delta of her right to development by diverting attention to the other regions as they did to the Niger Delta Basin Development Authority. We will not allow history to repeat itself. The National Assembly should make the funding aspects clearer. No oil revenue should be used to develop those agencies when the northern region is already getting lion share of the government's attention due to the flawed federal structure.

The NDDC is starving of funds. The Federal Government is owing the Commission with trillions of naira which it refused to pay. The Amnesty Programme is more of cosmetic as did not solve our problems. The Ministry of Niger Delta is administratively dead as the FG has tactically merged the Ministry with the NDDC in order to deny the region the attention it supposed to get.

The FG can set up as many development commissions as it wants across the country but every regional development commissions should be funded with monies from that region. That itself automatically will take the Country to the path of true federalism and of course, there is going to be competition which will boost our economy in no smaller measures.

Signed:
Pereotubo Oweilaemi, Esq.
President, IYC worldwide."

Francis Tayor

Lagos____ The governor elect of Bayelsa State, Chief David Lyon, on Sunday 30th November, 2019 paid a courtesy visit to Prophet T.B. Joshua, the founder of Synagogue Church of All Nations (SCOAN), at lkuntu-Egbe, Lagos State.

The governor elect who decked in a white attire, stood before the congregation as prophet Joshua introduced him. While giving him a charge, T.B. Joshua admonished him to meet the expectations of his people who voted him.

“He is not a new person to us because he is a brethren. He has been a hardened believer in the blood of Jesus. I know God will use him.

I want you to know that the only way Bayelsa people will believe you as the one they voted for is for you to meet the expectations of the Bayelsa People. He is banking on our prayers because the best is yet to come. I have a word of wisdom for you. It is better to live purely upon the fruit of God’s goodness than to live plentifully upon the product of our sin, Prophet T.B.Joshua stated.”

In his response, David Lyon said, " I am at your service. By that I meant I will make sure the expectations of the Bayelsa people is executed, Lyon asserted."

However, it will interest you to note that, Davd Lyon, who ran under the platform of the All Progressives Congress (APC) defeated Duoye Diri of the Peoples Democratic Party (PDP), in the 16th November, 2019 Bayelsau State Governorship election.

IPDI Condemns Burning Down Of Etekele Ijaw Community By Itsekiri Youths, Demands Immediate Arrest Of Perpetrators For Peace To Reign

IPDI Condemns Burning Down Of Etekele Ijaw Community By Itsekiri Youths, Demands Immediate Arrest Of Perpetrators For Peace To Reign

.....Calls For The Release Of Two Ijaws Unlawfully Detained In Force Headquarters, Asaba

Our attention has been drawn to an incessant, barbaric and unlawful Invasion and burning down of Etekele community by a group of Itsekiri youths from Warri. It is our demand that those Itsekiris who attacked and set ablaze Etekele community be arrested and made to face the music of the law to avoid the Ijaws seeing what is happening has another face of ethnic war which we are not praying for.

It is also our demand that the unlawfully detained two Ijaws in the force headquarters at Asaba be released without further delay. Those Ijaws who are unlawfully detained are innocent. They are good Samaritans who went to A_division Warri to incident the uproar in ETEKELE community.
Itsekiris who invaded the peaceful Ijaw Community should be arrested and detained in immediate effect.

We were briefed that Etekele community is an Ijaw community but currently occupied by Ijaws and few Uhrobos.
Their common occupation is fishing, fitching of wood, and ferrying of boat.

Our source told us that about some days ago, a woman went to Etekele with a big boat for ferry, the other ferry owners refused to allow her to use the boat, reason being that the size of the boat was overwhelming and it led to a dispute.

Suddenly, some Itsekiris who got the information about the minor dispute in the community invaded the community with speed boats and began to harassed and accussed them that they are trying to gang up to take over their land.

Besides, no land in ETEKELE community is own by any Itsekiri, including the bush they are cutting wood belongs to Etekele community and those who cut wood there pays rent to ETEKELE Community, according to our investigation.

The issue escalated and resulted to a full blown conflict between the Etekele community and the Itsekiris. During the conflict, Mr Victor OTATUWAWEI and other unarmed people ran away through the bush into another community and from there, they escaped to Warri.

Upon reaching WARRI, Information got to them that two persons have died in the conflict. The detained Victor OTATUWAWEI and  Omoko Festus decided to go to A-division to report the situation to the police.
Upon reaching A-Division, Victor and Festus were detained based on the fact that the Itsekiris had already informed the police on the matter.

The police ,without allowing them to contact anyone, they took them straight to Asaba for Homicide.
Effort to bail them has proved abortive as the police said it is working on instructions of Olu of Itsekiri, as he ordered that they should not be released.

We condemned the action of the Itsekiri Monarch, the issue is a commual, an Ijaw was killed and no Itsekiri has been arrested, instead of him to order for the arrest of other Itsekiris who fermented the trouble, he is giving frivilous order that the Ijaws who voluntarily visited the police station to inform the police over the incident should not be released. He is bias and such action is capable of causing another tribal war.

In a related development we were informed that there was another attack on the Etekele fishing camp on Yesterday 29th November, 2019, by the itsekiri youths led by one Pleasure Emiko where the village was burnt down. We are calling on the security agents and Delta State government to swing into action and fetch out the perpetrators as we viewed this unprovoked attacks as a declaration of war against Ijaws in WARRI. We are pushed to the wall. We will react if the Government fails to take appropriate action against the Itsekiri youths who are at large.

We demand that the police should tread with caution as their action could escalate the conflict.

It is our further request that the unlawfully arrested Ijaws be released without further delay to avoid other unfriendly reactions on the matter and the Police should carry out discrete investigation on the matter and bring the actual perpetrators to face the full weight of the law.

Signed

Comrade Emma Keneware, Acting Secretary, Ijaw People's Development Initiative, IPDI.
