Delta Zoning lntrigues, Manager, Otuaro Provoke as Okowa Postpones D-Day

......Uduehi, Omu, Elumelu fault Ijaw 


Peoples Democratic Party, PDP, leaders in Delta State, who attended penultimate Friday’s caucus of the party at Government House, Asaba, the state capital, discerned before commencement that the conclave would be explosive, but what they could not immediately put their fingers on was how stormy it would be.

Subject matter

The state Chairman of the party, Kingsley Esiso, a lawyer, sensitively introduced the only subject matter for the meeting, saying there had been contradictory talks about zoning of governorship by the party, stressing there was need for the caucus, which is the highest decision making organ of the party in the state, to take a decision on the matter ahead of 2023.

A source told Sunday Vanguard: “Contrary to media reports that Esiso said zoning of governorship for 2023 should restart from his Delta Central, he never said so at the meeting. He only introduced the only agenda for the day as zoning and called for discussions.”

Manager explodes

First state Chairman of the party and Ijaw governorship aspirant, Senator James Manager, strongly opposed zoning the 2023 governorship ticket of the PDP, arguing that since the formation of PDP in 1999, the party had never zoned the ticket and it should not start in 2023.

Manager’s apprehension was that Delta Central had possibly concluded plan to inveigle the party to zone the 2023 governorship to the district (Urhobo) and he presaged that no matter what materializes at the end of the day, Ijaw must contest the party’s 2023 governorship primary.

The longest serving senator in the country dug into protracted history of how the PDP was formed, how leaders and governors from different ethnic groups emerged in the past, the role of the Ijaw nation in their emergence and why nobody should stop Ijaw in 2023.

“Senator Manager took the garb of former militant leader, Government Ekpemupolo, alias Tompolo, at the meeting, as he stated that Ijaw must participate in the 2023 governorship primaries no matter whose ox is gored”, a party leader who attended the meeting told Sunday Vanguard.

Uzor supports Manager

Chief Edwin Uzor, a former state Chairman of the party and current Special Adviser of Peace and Conflict Resolution to the Governor, stoutly supported Manager’s contention that there had not been zoning of governorship in the party since 1999

Ijaw unstoppable – Otuaro

Deputy Governor, Deacon Kingsley Otuaro, another Ijaw governorship aspirant, reaffirmed why Ijaw must not be excluded from the 2023 governorship race of the party under any facade, let alone zoning, insisting it was non-negotiable for the ethnic group.

Uduehi, Omu, Oritsejafor, Elumelu stick to zoning

A member of the party’s Board of Trustees, BoT, and former governorship aspirant, Dr. Esther Uduehi, lashed out at Manager, saying zoning (rotation) was the way to go and even the Senate seat for Delta South, which he (Manager) has commandeered for five tenures must be rotated.

Minority Leader, House of Representatives, Hon Ndudi Elumelu, came down very hard on Manager and other challengers of zoning which, he argued, has brought stability to the PDP in Delta.

Elumelu submitted that rotation of governorship should start in 2023 from Delta Central, tasking Urhobo leaders to put their house in order just like Delta North leaders had done and listened to Okowa as their leading light.

Senator Stella Omu from Delta South argued in favour of governorship rotation beginning from Delta Central in 2023, saying the district would have waited for a 16-year period by then, a position Chief (Dr.) Roland Oritsajefor, a former Minister of State for Defence, further explicated, emphasizing that zoning has brought stability to the party.

Oyovbaire, Amori reiterate zoning

A former Minister of Information and political father of Governor Ifeanyi Okowa, Prof Sam Oyovbaire, and Deputy National Organizing Secretary, PDP, who also leads Delta Central- 2023, DC-23, a lobby group of the senatorial district for 2023 governor, Chief Ighoyota Amori, also spoke in favour of zoning of governorship by the party.

Uduaghan wants decision expedited

A former governor of the state, Dr. Emmanuel Uduaghan, who spoke from experience, counseled that the caucus should take a decision on zoning, possibly on that day, so that governorship aspirants likely to be affected by the resolution would not be waste their funds on campaign.

Let the right thing be done – Ibori

Another ex-governor, Chief James Ibori, in measured words, also advocated that leaders of the party should always do what is right in the interest of the party.

Okowa intervenes
The mood at the meeting was that members of the caucus should vote on zoning beginning in 2023 or otherwise and it was also unmistakable that Urhobo would have carried the day if it was perfected.

But for Okowa, who, as leader of the party, has overruling power, saying the decision should be deferred to another day, Ijaw would have lost the tally.

Our source said:

“The governor, in his contribution, noted that Ijaw were not against zoning, but apparently viewed it from a perspective different from others.

“However, since the arrowhead of the Ijaw lobby group for 2023 governor, a former Minister of Police Affairs, Alaowei Broderick Bozimo, was not present, he said it was better to postpone the discussion to another day to get a fuller house before final decision.

“The spirit of the governor’s ruling is that it will be unfair to take a decision on the subject matter when only the head of one group advocating for zoning was available and the other absent.

“You know that when the governor speaks, no caucus member will challenge him, so the matter was left at that.

“But the party chairman, Esiso, was directed to reconvene another meeting in not more than three weeks or thereabout for another deliberation on the contentious matter”.

Why I didn’t attend meeting – Bozimo

Sunday Vanguard contacted Bozimo on Monday over the distinctive respect accorded him by the governor, and the elder statesman, who said he could not attend the caucus meeting because of his health condition, disclosed that none of the Ijaw leaders that attended the meeting had called or visited to brief him on what transpired.

He said it would, therefore, be imprudent on his part to respond to our inquiry, adding that he would wait for Ijaw governorship aspirants and others who attended the meeting to brief him before making comments.

Suspicion

However, an Ijaw leader, who spoke to Sunday Vanguard, said: “I suspect that there was pre-caucus meeting by Urhobo people and other people to go into zoning on that day the matter was thrown up.

“The Chairman of the party, Esiso, just came out with the proposal and that a decision should be taken on it.

“Of course, Senator Manager rose to give the history of the party and all that, but Otuaro, the deputy governor, stressed the need for the caucus, which is the highest decision making organ of the party, to avoid taking a decision that cannot be implemented.

“Otuaro pointed out that for an acceptable decision to be taken on the matter, the caucus has to appraise whether there had really been zoning of governorship by the party in the state before now, if there was zoning, was it enforced in the past? He said as for Ijaw, the ethnic group would contest the 2023 governorship primary of PDP and nobody would stop it”.

Some party members who spoke to Sunday Vanguard after the caucus meeting, said from the governor’s statement at the meeting, he seemed more disposed to the Ijaw because everybody knew that Ijaw would have lost it if voting took place that day.

But our source said:

“Those who said the governor sided with Ijaw are unfair to him. He never took sides, he saw that the leader of the Ijaw lobby group for governor, Bozimo, was unavoidably absent at the meeting and, as a good leader, he suggested that the caucus should not be in a hurry to take a final decision on that day, but a meeting should called as soon as possible for a fuller house to deliberate and take a decision.

“I think we should congratulate him for his maturing and wisdom because if he did not that, things would have gone out of hand at that meeting”.

Otuaro commends Okowa

Contacted, Otuaro, who refused comments on what happened at the caucus, said: “I am pleased with the decision of the state governor, it statesmanlike.”

January 28th, 2022 will continue to be a memorable day in the hearts of Niger Deltans, especially the ljaw people who witnessed the 2022 Ayakoromo Olorogun Beach Carnival as the Numoupere ll of lzon-Ibe Owigiri highlife music, King Pereama Freetown JP, thrilled the mammoth spectators with best of good sound and music to the maximum satisfaction of his fans worldwide.

It has become a tradition and part of the hospitable people of Ayakoromo in Burutu Local Government Area of Delta State, that whenever the community releases her annual programme of the year, a day is set aside for beach fiesta ahead of the first outing of the popular Ayakoromo Olorogun masquerade.
It was on record that over the past 13 years when One Love social club of Ayakoromo brought King Pereama Freetown to perform last, the beach carnival had suffered a huge set back in terms of turn out and massive patronage.

To God be the glory, there was a turn around as the Numoupere ll of llzon-Ibe Owigiri highlife music, King Pereama Freetown JP, took the main stage this time as he restored and reinvigorated the lost glory in pulling a mammoth crowed that almost caused a stampede at the 2022 Ayakoromo beach carnival. 

The Chief Security Officer, CSO of the occasion, Prince Kelvin Perekeme attested to the fact that it cost him and his boys a sleepless day and night to map out strategists before, during and after the memorable beach carnival in order to maintain peace and orderliness in the community. He asserted that Ayakoromo beach have not witnessed such a massive crowed in the past one decade. " Seeing the mammoth crowed at the beach, I was provoked to denny myself from pleasure to join my boys in order to provide adequate security at the event", Prince Kelvin stated.

Meanwhile, the invited special guests of honour of the day where not left out as Alaowei Promise Lawuru from Egbema Kingdom, Gen. Godday Smith alias Bounanaowei, Chief Priest Godwin Oroupade aka Danjer the mirror gods, Cdr. Josiah Oyimi, Stephen Christmas, King Zubri, Apostle Timi Yanky, Selebi Tarebi, Ogbeinama Atumu, Hon. It was confirmed by the over excited whaling mammoth crowed that King Pereama Freetown has bring back to limelight Ayakoromo Olorogun Beach Carnival in pulling the population of over ten thousand people across the Niger Delta region to grace the event.


Another glamorous and spectacular moment at the beach was when the Creek MC Akpolokpolo 1 of Niger Delta alongside the CEO/Publisher Niger Delta Mirror Ndm News Online, Comrade Oyinbi Onduku swagalliciously handled the microphones to anchor the occasion as the duo stylishly welcomed all the special invitees to wholeheartedly made their donations to support the organizers of the event.

Expressing his appreciation, the sponsor of the beach carnival, Mr. Moses Egbegi, said he was overwhelmed by the massive turnout despite the economic challenges in the country. Reports just reaching our news desk from ljaw settlement Ojobo Community in Burutu Local Government Area of Delta State, has it that an innocent husband named, Mr. Ebitein Enoch Aperebo was killed in the eve of Saturday 29th January, 2022, by one Oyakemeagbegha who had a quarrel with his wife.

According to our source, said the victim Ebitein was at home sleeping when the over jealous angry man woke him from sleep and hit him to dead with 2/2 wood.

It was alleged that the perpetrator of the crime against humanity, Mr. Oyakemeagbegha had a misunderstanding with the wife of the deceased in public unknown to the husband. The man with transgression of anger leave the woman and went straight to her husband's house to kill him.

At the time of filing this report, we gathered that the the murderer Oyakemeagbegha has run to hiding while family's of the deceased has deposited the lifeless body (corpse) in the house of the man who committed the cowardice act.

As the 2022 political year begins, a former Delta State House of Assembly candidate of the AAC party in Bomadi Constituency, Hon Comrade. Tam Oburumu has once again declare intention to run in the forthcoming 2023 general elections.

The civil rights activist made his intention known to the public through press briefing on Saturday 22nd January, 2022, at Bomadi stated that he is coming with the masses orientated programmes whereby the immediate needs of the people will be his top priority.

He said the present legislative modiocrity and incompetence bedeviling Bomadi Constituency would be a thing of the past when given the mandate to serve.

Comr. Tam stressed that as a legislator, he is going to be accessible and accountable on every single appropriation which our people have never experienced before. His leadership will be completely driven by the will of the people. There shall be physical and psychological development of the people through the provision of good education and self reliant programs for the youths and the elders.

The Ogbeinama/Esyanma born politician noted that he will build a Constituency office in Bomadi town to provide  the opportunity for constituents to lay complaints and suggestions. This is aside the frequent town hall meetings "I will be holding monthly with every ward under my constituency", he said.  

The peoples comrade reiterated that he is ready to make the impact most contemporary ljaw politicians think is impossible. He lamented that Bomadi LGA has no good hospital, road, electricity, water, school etc because of bad leadership and selfish representation. Cultism, prostitution, truancy and drug abuse are in the high side amongst the youths because we have leaders who take pleasure in abandoning the plight of the youths. They only use them to kill and rig elections. This he vows to stop when elected into office come 2023.

He therefore, appeal to the good people of Bomadi Constituency to intrust him with their votes and see what he can offer them in terms of effective representation.

Introduction -

I am  Tamaraukepreye Oburumu  ,known widely as comrade Tam Oburumu .I am paternally  from ogbeinama, ward six of Bomadi LGA  and maternally from  Ayakoromo, ward seven, Burutu LGA. 

I have a degree in  English studies of the Obefemi Awolowo university 2005. I did my primary education in  Bomadi, Ayakoromo and Okpokunou towns and my secondary in Ayakoromo and very briefly in kpakiama. 
 I am in my early forties ,a writer,  civil rights activist, teacher, TV and radio programs  analyst. I am a direct grandson of Chief T. O Onduku (the renowned Ijaw educationist, historian and Ijaw language alphabet progenitor.)

WHY I WANT TO  REPRESENT BOMADI CONSTITUENCY

 I am very sad, truly and passionately sad about the deliberately engineered poor and grossly incompetent  representation meted out on the hapless citizens of Bomadi constituency by a group of  selfish political syndicate .

From 1999 to date ,representation in the Bomadi constituency is nothing but a colossal failure in terms of leadership and legislative competence. Our people are at the receiving end of this tragedy, experiencing neglect and underdevelopment from persons whose duties are to promote and protect the constituents. 

This is what I want to correct. I want to give my good people of bomadi constituency, the true definition of representation in which their immediate needs will be a top priority. 

The previous and present opportunists lucky enough to have ingloriously benefited as legislators  from the primitive syndrome of imposition have offered nothing but glare legislative mediocrity and incompetence..An embarrassing situation everybody well meaning individual in Bomadi constituency  is tired of. This, I want to correct. 

As a legislator, I am going to be accessible and  accountable on every single appropriation which our people have never experienced before . My leadership will be completely driven by the will of the people .There shall be physical and psychological development of the people through the provision of good education and self reliant programs for the youths and the elders.

A constituency office shall be established in Bomadi town to provide  the opportunity for constituents to lay complaints and suggestions. This is aside the frequent town hall meetings I will be holding monthly with very ward under my constituency.   

The propagation, sponsoring of bills and moving of motions for  the collective interest of the people will  be given a top priority during my legislative days. I  will be very vocal during plenary and actively participate in bills passages  and budget presentations to the benefit of my constituents. I am going to make sure vital infrastructural projects  in my constituency are included in the budget through lobbying and by any means necessary. 

The constituency development funds I receive shall be published openly  ,accounted for and will be used  for human faced  projects through the  direct involvement of the  constituents. 
The usual  impunity of siphoning the constituency development funds by this present  carefree representative will be put to an end. 
 
I will also  create platforms for youth leadership and  entrepreneurship  skills. Great responsibilities shall be given to our youths to give them the self confidence and ability to excel in any chosen field. 

I am ready to make the impact people think is impossible. Today, Bomadi LGA has no good hospital, road, electricity, water, school because of bad leadership and selfish representation. We are in this sorry state in our constituency because of the level of poor leadership and representation. This must stop.

Political gladiators and power brokers in Peoples Democratic Party (PDP), Delta State, especially those from Delta Central senatorial district under the control of an eminent party juggernaut, took too lightly the capacity and authority of incumbent Governor of Delta State, Senator Ifeanyi Okowa, in their covert scheming for his successor in 2023, which has turned up to be a serious political miscalculation. 

By last year (2021), the assemblage had selected its choice of Okowa’s successor, a former Commissioner of Urhobo extraction his deputy, also an ex-Commissioner of Delta North origin, both members of the State Executive Council at the time.  Several meetings had also been held in Lagos and other places to the effect with the famous party leader, who is a godfather with the governor put in the dark.  

It was actually the effrontery that made Governor Okowa to dissolve his cabinet, May, last year, and he admitted that much when he told newsmen that there were distractions with two years to go then.
 
Dissolution of the state executive council which affected all the serving commissioners and officials scrambling for governor while still in office sent a very strong message to all the 2023 indigenous vestibule groups, including Delta Central 2023, DC-23, led by Deputy National Organizing Secretary, PDP, Chief Ighoyota Amori and Ijaw for 2023 Governor Lobby Group, steered by former Minister of Police Affairs, Alaowei Broderick Bozimo, on the governor’s unpreparedness to let power merchants dictate to him.

By now, it is apparent to the contending lobby groups and their promoters that they can make recommendations to the governor, but not foist their choice on him.
 
Currently, Ijaw ethnic group in Delta South senatorial district is strutting Senator James Manager representing the district in the Senate; Deputy Governor of the state, Deacon Kingsley Otuaro and a former commissioner, Braduce Angozi. Otuaro, lawyer and conflict management expert believes that God has anointed him to take over from his boss, while Senator Manager, also a lawyer, is counting on on his old ties with the governor.

At the 90th Anniversary of the apex Urhobo socio-cultural group, Urhobo Progress Union, UPU, December, last year, Governor Okowa, charged the umbrella body to help prune down the number of governorship aspirants from Delta Central senatorial district.

Saturday Vanguard learned on good authority that the Bozimo –led group and others were working on the directive to reduce number of their aspirants, and even traditional rulers in the state are expected to submit their list of favored governorship aspirants to the governor.

Amori-led DC-23 had already cropped the list of Urhobo governorship aspirants from 12 to five and expected to submit names of top three aspirants to the governor in February.  Those who made the list of five are former Managing Director of Niger Delta Development Commission, NDDC, Senator Emmanuel Aguarivwodo, former Commissioner for Works affected in the cabinet dissolution, Chief James Augoye, former Commissioner and Chief of Staff also affected in the cabinet dissolution, Olorogun David Edevbie, former Minister of State for Education Delta’s biggest private investor, Chief Kenneth Gbagi and Speaker, Delta State House of Assembly, Rt. Hon Sheriff Oborevwori.

Receiving the interim report of the group’s screening committee headed by Prof Nyerhovwo Tonukari, last month, Chief Amori gave up to the ending of this month (January) to further shrink the number of five aspirants to three and submit its final report.

Olorogun Gbagi, the oldest PDP member among all the governorship aspirants in the state was the first to indicate interest in 2019 for 2023 governorship and has covered a lot of grounds. On the other hand, Rt. Hon. Oborevwori, who finally succumbed to pressures from strong politicians and friends across the state, ruminates that Delta will be in safe hands under his leadership. Olorogun Edevbie also thinks he is good enough to take over from Okowa,  but Senator Aguariavwodo maintains that he knows exactly how to fix the state.  

However, Urhobo PDP governorship aspirants who did not pass DC-23 first screening were Chief Fred Majemite, Hon Ejaife Odebala, Hon Efe Ofobruku, Chief Kenneth Okpara, now late, Chief Bright Edejeghwro, Hon. Festus Ovie Agas, Chief Abel Esievo and Chief Sunday Oruarefe.

Some of the vetoed aspirants, including Majemite and Ofobruku, were quick to disclaim the DC-23 screening. Only Odebala, a former lawmaker and chairman of Sapele local government area, appears to have let go. Chief Okpara died last month or so. It is uncertain if Hon Agas, former Secretary to the State Government, SSG, now Chief of Staff to Governor Okowa, attended the DC-23 screening in the first instance.

Either by omission or commission, DC-23 conveyed an impression that the group would most conceivably determine Urhobo consensus candidate, but then again, the governor soon shattered the illusions when he practically cut the cluster to size with the group currently subjecting itself to his instructions. 

Except for some uncommon disapproval here and there, the political class in Delta North PDP and Delta South leaders and stakeholders are waiting for the governor to give directives on 2023 for them to follow.

But that is not to say that there is no resistance to the seeming move of the governor. A former commissioner in the state, Dr. Tony Nwaka, who made in-explicit allusion on the governor’s style faced opposition and was slammed with a suspension by his local PDP chapter although the suspension reportedly lacked due process.

Nevertheless, Bozimo, who leads the Ijaw lobby group and Amori, DC-23, had lately clarified that they were not opposed to the governor’s influence. Bozimo’s son, Isaiah Bozimo Esq is presently the Commissioner for Justice under Okowa, He was appointed after his predecessor, Peter Mrakpor, also eyeing the governorship seat was fired, last year.

Amori from Mosogar, Ethiope West local government area, is warming up for Delta Central senatorial seat which he won at a time but later lost through the court to Deputy Senate President, Senator Ovie Omo-Agege, of All Progressives Congress, APC, who defeated him in the court. At the moment, a former Commissioner and Executive Director, Finance and Administration, Delta State Oil Producing Areas Development Commission, DESOPADEC, Chief John Nani, from neighboring Idjerhe (Jesse), a sounding board of the governor, has also declared interest for the same position.

To those who understand the intrigues, it is either Amori subsumes whatever arrangement he has with others regarding palming off a governorship candidate under the canopy DC-23 or forfeit his senatorial ambition all over again.

Thought-provoking, however, is the information corroborated by multiple sources that Governor Okowa had met with former governor, Chief James Ibori, to discuss the issue of his successor in 2023.

Saturday Vanguard learned that Ibori pointed out his favorite candidate (names withheld) to Okowa, but the governor opposed his choice and voiced his first choice (names also withheld) based on competence.  Both men differed but mutually agreed that they would settle score at the primaries if there was no meeting point before then.

Governor Okowa has not made any public pronouncement on either his meeting with Ibori or choice for 2023, but discerning politicians already know. For now, he has continued his consolidation on power by inviting some PDP leaders in government to weigh up some developments ahead 2023.

“Before long, the governor, as he promised, last year, will convene a meeting of PDP leaders across the state to examine the issue of the party’s 2023 governorship ticket and possibility of getting a consensus candidate,” a PDP leader told this paper.

“He is already consulting with other party leaders on the way forward. You know he made it clear last time that only God can determine his successor. But as a human being and even as governor, you can only play your role, it is God that has the final say,” the party leader added.

But it is open secret that the governor has enormous power over the party’s delegates if indirect primaries method is to be used to determine his successor, and so Ibori, a political tactician is most probable to go back over his position.

A group of politicians marveled at how the governor has ingeniously weaved his way and became very powerful were cautiously meeting on how to checkmate him, but the problem is that Okowa seems to be many steps ahead of them.

“As a grassroots politician with wide contacts, he not only knows and anticipates their plan, he foils their intentions before they execute it and they are befuddled,” a source hinted.

With the power struggle still one, more people have come to realization there is a political proclivity in the party that the governor would not want to surrender power to because they will loot the state dry, and they are now willing to tackle the forces.  

According to our source: “Some people want Okowa to leave the forces to have their way or close his eyes and allow whoever the system throws up to succeed him, but the governor thinking about the future of the state knows that the greatest disservice he will render to the state is to stay aloof and allow plunderers to take over the state.”

“Some claim that Okowa outsmarted them, the truth is that Okowa did not outsmart anybody, he is only being sincere and truthful on the realities on ground. And it is his sincerity that has endeared him to Deltans,” he added.

However, at a New Year get together with members of the Gbagi Solidarity Movement, GSM, Gbagi, who knew that Ibori had a different candidate, boasted that Ibori had endorsed him and challenged him to say otherwise.

His words: “I visited the former governor, two of us had a discussion and he said, ‘Olorogun Gbagi, I came back to the country and everywhere I go in the state, I hear Gbagi. I do not know anybody who can be governor in the state and turn situation around positively than yourself, Gbagi.’

“After those things he had told me, I said to Chief James Ibori, look all these good things that you have told me, tell them to Governor Okowa and he said to me, ‘Take my word for it, I will tell the governor that you are the next governor or nothing else.’ Chief James Ibori will not deny himself, I say it the way it is.

“And when I met Chief Ibori recently in Abuja, he said to me that many people think we are enemies but they do not understand,” Gbagi asserted. More than a week after the Gbagi bolt from the blue went viral, Ibori was yet to react his claim.

As the 2022 political year begins, a former Delta State House of Assembly candidate of the AAC party in Bomadi Constituency, Hon Comrade. Tam Oburumu has once again declare intention to run in the forthcoming 2023 general elections.

The civil rights activist made his intention known to the public through press briefing on Saturday 22nd January, 2022, at Bomadi stated that he is coming with the masses orientated programmes whereby the immediate needs of the people will be his top priority.

He said the present legislative modiocrity and incompetence bedeviling Bomadi Constituency would be a thing of the past when given the mandate to serve.

Comr. Tam stressed that as a legislator, he is going to be accessible and accountable on every single appropriation which our people have never experienced before. The Ogbeinama/Esyanma born politician noted that he will build a Constituency office in Bomadi town to provide  the opportunity for constituents to lay complaints and suggestions. This is aside the frequent town hall meetings "I will be holding monthly with every ward under my constituency", he said.  

The peoples comrade reiterated that he is ready to make the impact most contemporary ljaw politicians think is impossible. He lamented that Bomadi LGA has no good hospital, road, electricity, water, school etc because of bad leadership and selfish representation. Cultism, prostitution, truancy and drug abuse are in the high side amongst the youths because we have leaders who take pleasure in abandoning the plight of the youths. Introduction -

I am  Tamaraukepreye Oburumu  ,known widely as comrade Tam Oburumu .I am paternally  from ogbeinama, ward six of Bomadi LGA  and maternally from  Ayakoromo, ward seven, Burutu LGA. 

I have a degree in  English studies of the Obefemi Awolowo university 2005. I did my primary education in  Bomadi, Ayakoromo and Okpokunou towns and my secondary in Ayakoromo and very briefly in kpakiama. 
 I am in my early forties ,a writer,  civil rights activist, teacher, TV and radio programs  analyst. I am a direct grandson of Chief T. O Onduku (the renowned Ijaw educationist, historian and Ijaw language alphabet progenitor.)

WHY I WANT TO  REPRESENT BOMADI CONSTITUENCY

 I am very sad, truly and passionately sad about the deliberately engineered poor and grossly incompetent  representation meted out on the hapless citizens of Bomadi constituency by a group of  selfish political syndicate .

From 1999 to date ,representation in the Bomadi constituency is nothing but a colossal failure in terms of leadership and legislative competence. Our people are at the receiving end of this tragedy, experiencing neglect and underdevelopment from persons whose duties are to promote and protect the constituents. 

This is what I want to correct. I want to give my good people of bomadi constituency, the true definition of representation in which their immediate needs will be a top priority. 

The previous and present opportunists lucky enough to have ingloriously benefited as legislators  from the primitive syndrome of imposition have offered nothing but glare legislative mediocrity and incompetence..An embarrassing situation everybody well meaning individual in Bomadi constituency  is tired of. This, I want to correct. 

As a legislator, I am going to be accessible and  accountable on every single appropriation which our people have never experienced before . My leadership will be completely driven by the will of the people .There shall be physical and psychological development of the people through the provision of good education and self reliant programs for the youths and the elders.

A constituency office shall be established in Bomadi town to provide  the opportunity for constituents to lay complaints and suggestions. This is aside the frequent town hall meetings I will be holding monthly with very ward under my constituency.   

The propagation, sponsoring of bills and moving of motions for  the collective interest of the people will  be given a top priority during my legislative days. I  will be very vocal during plenary and actively participate in bills passages  and budget presentations to the benefit of my constituents. I am going to make sure vital infrastructural projects  in my constituency are included in the budget through lobbying and by any means necessary. 

The constituency development funds I receive shall be published openly  ,accounted for and will be used  for human faced  projects through the  direct involvement of the  constituents. 
The usual  impunity of siphoning the constituency development funds by this present  carefree representative will be put to an end. 
 
I will also  create platforms for youth leadership and  entrepreneurship  skills. Great responsibilities shall be given to our youths to give them the self confidence and ability to excel in any chosen field. 

I am ready to make the impact people think is impossible. Today, Bomadi LGA has no good hospital, road, electricity, water, school because of bad leadership and selfish representation. A popular Burutu born PDP youth leader cum Philanthropist, Apostle Timi-ebi Angodideke alias Timi Yanky, has empowered over one hundred and ten widows and the elderly women of Ayakoromo Federated Community in Burutu LGA, Delta State, with Wrappers and other items worths millions of naira in order to put a smile in their faces.

Apostle Timi-ebi who hailed from Ayakoromo storm his home town in the early hours of Saturday 22 January, 2022, with friends alongside his two adorable wives, Mrs. Mien-ebi Angodideke and Mrs. Eyoroware Angodideke, said God revealed to him to provide a little succur to those that needs care in the society, especially the victims of 2010 Ayakoromo bombardment by Nigeria Army during a gun battle with else while Niger Delta agitator, leader John Togo of blessed memory.

He said as result of the crisis, many innocent men died untimely leaving behind their wives, children as widows and orphans. Since after the incident, Federal Government of Nigeria has abandoned the innocent victims of circumstance without compensation, thereby making life difficult and unbearable for them.

According to Timi Yanky, said: " l entered into a covenant with my God the creator of heaven and earth, and that whenever he blesses me, l must from the proceedings render assistance and support to the needy. I have been doing this annually in the past three years with what God has done for me and my family. I have passion for putting smile in the faces of the helpless among us. It is a calling and l have vowed to do my best as far' as God blesses me with wealth and good money, he said".

When asked if the kind gesture doesn't connect to his 2023 political ambition, Timi Yanky categorically noted that his philantropic gesture has nothing to do with politics. 

" Like l earlier said, this is a calling and fulfilment of destiny. l will keep doing it provided Godbless and keep me alive. Though am a politician but my foundation programmes are not attached to politics. I am giving back to God with what He has blessed me," Timi stated.

In another development, the youths of Ayakoromo Community where not left out as Timi Yanky Foundation also presented tango football to support their sporting activities.

In return, the widows in their numbers with cheerful faces dedicated  five minutes to pray for Timi Yanky, his beautiful two wives and immediate family for more of God's favour and blessings to enable him continue his good works to humanity.

Music plays a very important role in the Ayakoromo Olorogun masquerade festival performances. Music is, and always, will be part of all aspects of African life, whether it is performed by an individual or by groups in formal and informal gatherings or settings. Music is an integral part of African culture and it is unique in itself. It includes sounds produced by playing indigenous African instruments like wooden drums, flutes, gongs and bells, accompanied with singing. It does also include songs produced by Africans with their mouth popularly known as "African voice". 
Karolyi (1998) and Kubic (2010) broaden African music to include sounds not only from the abundant types of drums or xylophones as is widely believed and identified with, but to include all four groups of instruments namely chordophones, membranophones, aerophones and idiophones, with diverse construction methods, materials and shapes and repertoires.

 In the Ayakoromo masquerade performances, music making is a participatory group activity that serves to unite Ayakoromites into cohesive groups for a common purpose. Besides, the means of ensuring harmony with the movements of the masquerades are the drums. The drums confer harmony on the masquerade dance performances and their rhythm determines the movements of the masquerades. Instruments derived from natural sources comprise the majority of those used during masquerading ceremonies in African tribal societies. Drums crafted from wood, animal skins, and assortment of sticks, bells, rattles, and whistles create the music at the heart of masquerading in Ayakoromo community.

The following musical instruments are used during the Olorogun masquerade dance performances and they fall broadly into the following categories; membranophones and idiophones. The membranophones are instruments from which sound is produced through the vibration of membrane. Leather drums which constitute this category are potent instruments in the Olorogun masquerade performances. The drums are carved out of solid logs of wood and covered with hides and skins of animals. They are in different sizes, shapes and produce different sounds. The significance of the drums could be captured from the leading role they play in any performance. it is firmly established that masquerades in Ayakoromo do not talk. Dialogue is at zero level. A masquerade that talks is punished by the cult because anonymity of masquerades is held in great esteem. Speech is at minimal employment during masquerade performance and so the vital force is the spectacle amid drumming and singing, dancing, costuming and masking. The place of speech has been subsumed by drum beats, body gestures and songs. The rhythm of the drums determine the accompanying physical gyration and displays of the masquerades. In essence, the drums set the mood, bring everyone together as a community and create rhythmic music for the masquerade dance performances. As the masquerades dance, their movements are generally in rhythm to the music produced by the drums and other musical instruments at the orchestra where these drums are placed for use is called the "Awe ware" (orchestra house) in Ayakoromo community. The lead drummer who controls the music and/or the talking drum is called "Akuwa owei" (Master drummer) while his drums are referred to as "Akuwa ozi bo"(a set of talking drums). A look at some of the musical instruments used in the Olorogun masquerade dance performance is pertinent at this juncture.

First is the Opu Ozi (the big drum), the father drum. It is evidently the biggest drum in the collection. It is carved out of a big log of wood and covered with animal skin at the top. It produces a bass rhythm when hit with two sticks while one leg of the drummer rests on top of the drum. Three sets of drums are played together to produce the language of the drums. In this set of drums is the Amgbarangba (the lead talking drum). It is a hollow, long drum that is also carved out of a solid log of wood and covered with animal skin on one side. It is the star of the collection. It is this drum that gives out messages, appellations (kilebo) and meanings to the dance steps of the masquerades. 

There are also two smaller drum's of similar shape and almost of the same size that are played alongside the Amgbarangba, the talking drum. The Amgbarangba and these two smaller drum's are called the "Akuwa Ozibo" and they are arranged in front of a little fire to keep them warm and dry always. The master drummer sits on all three drums with his legs spread and with a stick in one hand, produces meaningful rhythm to which the masquerades respond. He can also give appellations, kilebo to the masquerades, the audience and to fellow cult members especially during the "Egbebilesei' dance performance. The "Egbebilesei" is a dance performed by cult members in two by two formula during the short break or interlude in the masquerade dance performances at the Ozubou playground.

We also have another smaller drum which is played by another drummer with two sticks and produces a monotonous twitter rhythm. And there is also the idiophone called ,"Awe" (wood rattle) it is a long and strong wood usually placed on a slightly raised platform between rows of about fifteen men per row in the orchestra. The participating players or performers face each other in the Awe. The Awe also produces a monotonous rhythm and a synchronizing sound when struck with similarly strong sticks simultaneously by 15 to 20 men. During performances, the drums and the Awe are played simultaneously except when members of the cult perform the Egbebilesei dance. In the egbebilesei dance, only the talking drum and the two other drums on which the master drummer sits are used to produce the rhythm for the egbebilesei dancers.

The Ayakoromo people rely greatly on instrumentation through which they achieve a fascinating performance and direct captivation of the audience. However, the playing of these instruments is not an easy job. It takes years of practice and experience to attain the expertise demanded. A detailed knowledge of the masquerade tradition is required of the master drummer for this is going to be the basis of his drum salutes to the masquerades and other unmasked performers.

The orchestra provides the music that the masquerades respond to. It is drum language that the master drummer speaks to the masquerades. He tells them with drum signal to come out and entertain the audience or go back into the masquerade house called Owu ware. He tells the masquerades to be aggressive or otherwise. For instance, if the Olorogun masquerade is approaching too close to the orchestra and he hears the drum signal "Zein Zein tugbein" (please retreat), the masquerade quickly goes back and when Olorogun moves back, the drum can tell him to be aggressive by beating the tune "Pa pa kitua" (machete anything on your path). Also, if someone is sneaking behind the masquerade or wants to get hold of it, the master drummer can play the drum signal "Zein Zein siko ke di" (please look at your waste gear). If Olorogun wants to cut a spectator with his machete, the master drummer can plead on behalf of the victim with the drum signal "Zein Zein ki ku mo, ki ku mo" (please don't cut). The drum signal "Ogidi Pou" tells the masquerade to sharpen his machete while the tune "kolo ki ee goi" signals the close of the masquerade dance performance.

The drums also give the Olorogun masquerade appellations (kilebo) such as "Alabenikolokolokolo (salt water is bitter), "Andensei" (angry face, wicked), "Egburuku (stubborn masquerade), "Mienye agbe" ( whatever he does is a beauty). These appellations are meant to propel or ignite Olorogun masquerade into action with leaping dance acrobatic displays and also urge him to continue with the performance.

However, in these modern times now, microphones are used to project the sounds or boost the quality of these local musical instruments. Nevertheless, the drums and other instruments are an integral part of the Olorogun masquerade dance performances. If the music is not right, the masquerade dancers are often disoriented, distracted and disorganized. As a matter of fact, without these instruments, there will be no masquerade dance performance and there will be no Olorogun masquerade festival in Ayakoromo community.

The Inspector General of Police, Usman Baba, on Friday decorated Patrick Kehinde Longe and his wife, Yetunde Longe, as Commissioners of Police.

The couple were among those recently promoted by the Police Service Commission.

The ceremony was held at the Goodluck Jonathan Peacekeeping Centre, Force Headquarters, Abuja.

Reading their citations, the Force PRO, CP Frank Mba, said the husband and wife were course mates and joined the Nigeria Police Force on the same day.

The IG also doctorated 23 other senior police officers including two Deputy Inspector Generals of Police.
 
Kehinde Patrick Longe and his wife, Yetunde  got into the NPF on the same day, March 3, 1990.

They started their relationship in the police academy in Kano.

As the 2023 political breeze blows across the country, a Pro-PDP pressure group in Burutu Local Government Area of Delta State, under the aegis of Burutu Credibility Front (BCF), has urged the good people of Burutu to be wise and vote for a Competent, dependable and people orientated persons to represent them in the forthcoming Burutu State Assembly and Federal Constituency elections.

The group also called on the Peoples Democratic Party, PDP leadership at both National and State level to establish a level playing ground for all qualified members of the party vying for various positions in order to ensure victory at the polls.

This was disclosed on Friday during a World Press Conference organized by the group at Casa De Pedro Annex Effurun, near Warri in Uvwie Local Government Area of Delta State, where the Media Director of the group, Comr. William Welemu Jnr, stated that Burutu Credibility Front is a credible Pro-PDP grassroot platform of Burutu people, youths and women of the Peoples Democratic Party, PDP who seek to add their voices to the echoes of true tenets of Democracy hallmarking the yearnings of all peace-loving and morally stable people ahead of the elections in 2023.

He stressed that all members of the umbrella party PDP reserve the right to a level playing ground to express interest and pursue same to occupy any elective position that they are qualified to contest as guaranteed by the constitution of Nigeria and the party.

Speaking further, the group reiterated they count it a blessing that Burutu Federal Constituency is structurally divided into two state assembly Constituencies within the same territory of Burutu Local Government Area and that in itself has provided balance that has kept the conversation of zoning the federal constituency seat very easy and even at bay.

Welemu Jnr stated that the group is aware of the existence of a mischievous call to zone the federal seat that has always been free for all the players within the Constituency to contest. He noted that the group is not for or against any PDP card carrying man or woman who wishes to express his or her democratic right to vote and be voted for, but they will vehemently resist any one who stands on the head of issue-based campaign or solicitation of support from delegates because after the party's primaries, the group will collectively and surely work with the party candidate.

Emphasizing on the present political equation in Burutu, Welemu said that there is currently no political imbalance in Burutu LGA, stressing that the House of Reps occupant is from Burutu North while the Council Chairman is from Burutu South even though we are very unwilling and unyielding to the very weak position that the former and latter are the parameters used to balance Burutu political equation-using executive office with full executive powers and influence to equate suggestive, contributing lawmaking is the greatest misnomer of the 21st century.

The group therefore, charged Burutu people to go for Competence in selecting who to represent them in 2023 and not listen to those agitating for zoning when they are fully aware that the current political status quo is balance in Burutu between the South and North.

IMO State Governor, popularly referred to as Court Judgment Governor, Chief Hope Uzodima, has announce the appointment of Cubana Chief Priest, a close business associate of Chief Obi Cubana, as Special Adviser on Social Media Influence.

The appointment which was signed by the Secretary to the State Government and dated 14th January, 2022, reflects the popularity of the young billionaire in the social media milieu, which the state government will deploy to generate negative or positive social media publicity for the Uzodima administration in IMO State.

It will be recalled that Cubana Chief Priest was grilled along with his boss and senior partner in business, Obi Cubana, by operatives of EFCC so as to unravel the mystery surrounding alleged convicted drug peddlers funds credited to the Cubanas bank accounts via Malaysia, India and Nigeria, respectively.

Cubana Chief Priest will be advising APC administration of Gov Uzodima, on matters relating to Social Media Influence and how to deploy social media to polish the unpopular and highly controversial APC government of Uzodima in IMO State.

Delta Government said it had approved an upward review of contract cost of Ayakoromo Bridge project from N6 billion to N10.5 billion.

The Commissioner for Information, Mr Charles Aniagwu, told journalists in Asaba that the review was part of decisions reached at the first State Executive Council meeting in 2022, which was presided over by Governor Ifeanyi Okowa on Thursday.

Aniagwu explained that the contract for the construction of the bridge which was awarded in 2013 had to be reviewed as a result of present economic realities in the country. 

He said that the project was priority to the present administration in the state, adding that it was expected to be completed and inaugurated within the next 15 months.

"The Ayakoromo bridge also came up today and the Exco has approved an upward review of that contract which was awarded in 2013 at the initial cost of about N6 billion. 

On the Independent Power Plant (IPP) in Oghara, Aniagwu said that the council gave approval for a programme that would enable the IPP come on stream by bringing in Independent Power Generating Companies under lease to own it. 

"We have some turbines and equipment that they (the power generating companies) need to buy. We will bring them in and they will pay us some money from the beginning to some time and they will own the plant thereafter," he said.

According to him, the state government took the measure because it does not want to engage in outright sale of the power facility where the state may be short-changed. 
 
The commissioner further stated that Exco approved the upgrade of Delta Broadcasting Service (DBS) to enable it to beam its signals across the state and to the entire South-South region. 

To this end, he said, transmitters and other tools would be provided for the Asaba station and Ubulu-Uku sub-station to enhance the strength of the signal.

"The good one for me is that Exco approved the upgrade of Delta Broadcasting Service. So, in the next six months, we will, as much as possible, provide them with transmitters that would be able to cover the entire state," Aniagwu stated.

On road infrastructure, he said that approval was given for the construction of Idheze internal roads in Isoko axis, rehabilitation of 5.6km Idere-Ase road in Isoko South, construction of Umuchime-Ogbele road, Ogume in Ndokwa West and construction of Ovie Whiskey Palace Road, Jesse, in Ethiope West.

While saying that the Okpe- Ekuku-Agbor road in Ika South was also approved for construction, the Commissioner disclosed that the Exco approved the rehabilitation and expansion of the Ugbolu - Asaba road as well as the Flood Control measures of Sakpoba Water Board, Oghara and the Ajagbodudu Market road. 

"We also approved the rehabilitation of Ugbolu-Asaba road, to enable people easily access the film village coming to fruition soon. The road will also be expanded," he added.

Aniagwu said that Exco also approved the repudiation of the Udu Harbour Market due to non-performance of the contractor, and that the contract would be re-awarded to a more competent company.

He disclosed that the council approved the appointment of Michael Imoh as the Ovie of Aviara in Isoko South, adding that Solomon Usoro Onyesom was endorsed as the Okpala-Uku of Ashaka Kingdom in Ndokwa East. 

The Commissioner also announced that the government gave approval for the amendment of the declaration to the throne of Uvwie Kingdom regarding succession to the throne, even as he said that a 500-seater auditorium was approved for construction at the Delta State University, Abraka. 

On his part, the Commissioner for Urban Renewal, Chief Arthur Akpovwowo, said approval was given for the transfer of the Department of Town Planning and Urban Development Board from Ministry of Lands to the Ministry of Urban Renewal.

Akpovwowo disclosed that approval had been given for the ministry to work at Ekuku-Agbor in Ika South,  Ovu in Ethiope East and Akugbene in Bomadi Local Government Areas, and assured that the ministry would ensure that illegal activities in town planning and development were put to a halt. 

He sued for the support of all in correcting the ills bedevilling town planning and development in the state.

Former Military leader, Ibrahim Babangida, has said that Sani Abacha, former military ruler, deceived “prominent Nigerians” to get to power.

Recall that after Babangida annulled the 1993 election, a national protest ensued, which forced Babangida to step aside and hand over power to Ernest Shonekan on August 27, 1993, as the head of an interim national government. Weeks later, Abacha took over power after staging a coup.

In 2021, Babangida said he annulled the election because a bloody coup would have occurred if he did not.

In a fresh interview with DailyTrust TV, Babaginda said Abacha deceived Nigerians by promising to return the country to civilian rule after deposing Shonekan.

“Abacha’s government was very smart. They knew who were the most vociferous discussants about the election, about the coup, about June 12 and so on.

They started talking to them and sold a dummy to them and encouraged them to get rid of the interim government: ‘when we get rid of the interim government, we will bring you back to come and take over your democracy so that a civilian government would be installed’.

They sold that dummy to the public and to some prominent persons within the society, and when Abacha stepped in, there were drumming and sighs; ‘Good thing! Next thing is going to be a democratically-elected government’. I knew, we knew, that it wouldn’t be because the argument was: ‘Why should I risk my life only to come and hand over power to you?’ That was what happened.”

A man identified as Chinedu Okoro, 23, who is deaf and dumb is now cooling his heels at a Police Station in Rivers State after he was allegedly caught with a human head and hands.

Africa Update gathered that Okoro was seen on Saturday, January 15, 2022 with a bag in Omoku Community in Ogba Egbema Ndoni Local Government Area of the State, and when the bag was inspected, an elderly woman’s head and hands were discovered.

The Nigerian police is currently investigating the matter in order to unravel the true identity of the person killed and those behind the crime.

The National Assembly (Senate and House of Representatives) yesterday has amended the Electoral Act (Amendment) Bill 2021 to accommodate direct, indirect and consensus primaries as an alternative procedure for nominating the candidates of political parties for elective positions.

Lawmakers in the plenary of the House in Abuja on Wednesday, unanimously amended Clause 84 (2) of the bill, which hitherto recognised only direct primaries, as the method for nominating party candidates.

The new provision now accommodates both direct and indirect primaries.

It reads, “The procedure for nomination of Candidates by Political Parties for various elective positions shall be by direct or indirect primaries."

Recall that President Muhammadu Buhari had withheld his assent to the bill in December last year, giving some reasons, including the cost of conducting direct primaries by political parties and security challenges.

The Speaker of the House, Rep. Femi Gbajabiamila, presided over the consideration and amendment of the bill on Wednesday.

Before the proceedings began, Gbajabiamila reminded members that the amendment would be restricted to the clause the President objected to in his letter to the House, which was limited to direct primaries.

After the clause was amended, the speaker again clarified that every other provision of the bill as earlier passed, remained the same, except for clause 84 (2), which had been amended to address the President's objection.

"Honourable colleagues, nothing else was changed in the bill.

"Only clause 84(2), which had to do with direct primaries, was amended", he stated.

Earlier, the Chairman, House Committee on Rules and Business, Rep. Abubakar Fulata, in line with the rules of the House, moved a motion for a recommittal of the bill to the Committee of the Whole for consideration.

His motion reads, "The House notes that the Electoral Act (Amendment) Bill was passed by the National Assembly and transmitted to the President for assent but the assent was withheld.

"Also notes that in withholding the assent, the President particularly referred to the amendment of Section 87 of the Electoral Act, 2010 dealing with the mode of nomination of candidates by Political Parties.

"Further notes that Section 87(2) of the Electoral Act, 2010 provides that the procedure for the nomination of candidates by political parties for various elective positions shall be by direct or indirect primaries.

"Recalls that the National Assembly amended Section 87(2) of the Electoral Act, 2010 as Clause 84(2) of the Electoral Act (Amendment) Bill, 2021 to read thus:

'The procedure for nomination of Candidates by Political Parties for various elective positions shall be by direct primaries.'"

"Cognisant of the need to allow Political Parties to choose the procedure for nomination of candidates for elective positions.

"Resolves to commit Section 84(2) of the Electoral Act (Amendment) Bill, 2021 to the Committee of the Whole for reconsideration in accordance with Order 12, Rule 20 (1-3) of the Standing Orders of the House."
