Presidential Amnesty: ljaw Youth Leader, Bakumor Faults Appointment Of Another Old Soldier, Accuses NSA Mungono Of Causing Problem In Niger Delta

Presidential Amnesty: ljaw Youth Leader, Bakumor Faults Appointment Of Another Old Soldier, Accuses NSA Mungono Of Causing Problem In Niger Delta

In what should ordinarily be an announcement of jubilation and celebration, Buhari has once again made a mistake of another acting appointment and shortchanged the  Ijaw people once again.

It is obvious that this is another attempt by the NSA Mohammed Babagana Monguno to keep installing stooges and ex-military friends that do his bidding to cover up the massive looting going on within the Amnesty office right from the time of Paul Boroh to Charles Dokubo as he is obviously the master behind the puppets.

Secondly, the Amnesty program needs an Amnesty Coordinator and not an Acting one. We want to call on the president to do what is right and listen to counsel and immediately do the right thing by appointing an Ijaw man as a Substantial permanent Amnesty boss instead of acting who is not experienced in the actual issues bedeviling the Ijaw people and the Niger delta people and not use it as an office for political compensation for Ex military old friends .

It would help Mr. President to be gently  reminded that the amnesty office was created for the rehabilitation of Ex- Agitators and to act as a sister body to the Niger Delta Ministry to address developmental issues of mostly the Ijaw Ethnic group of the Niger delta that took up arms against the Federal Government, and our cry remains that we need experienced and grounded people to man this offices and not all these ex military men and people with records like that of Akpabio, if the president wants the good of the Niger Delta truly.

Lastly, we want to ask the NSA Mohammed Babagana Monguno to either learn to listen to the wise counsel and advice the president on the right things as his greed for using Niger delta sons who are his stooges to gulp the Niger delta funds is an act that is capable of causing unrest within the region which may not be good for the government revenue and also for the innocent people of the region because it is almost like he is bent on crippling the Amnesty program and give the president a reason to scrap the program after you may have all allegedly looted the office dry with his stooges and friends to the detriment of the poor masses of the Ijaw national ethnic group and the Niger Delta at large.

This is another Boroh and Dokubo play book of the NSA against the Niger Delta, and the idea is to kill all interventionist agency in the Niger Delta. Then kill the Ministry Of Niger Delta too, as Godswill  Akpabio is just a tool in their hands.

Environment Taskforce Set To Checkmate Traffic Congestion In Warri Metropolis, Begins tow of vehicles illegally parked along roadside

Environment Taskforce Set To Checkmate Traffic Congestion In Warri Metropolis, Begins tow of vehicles illegally parked along roadside

The State Environment Taskforce says it will henceforth take action against all those obstructing vehicular movement on the roads in and around Warri Metropolis.

The warning was made Friday when members of the taskforce embarked on a road clearing mission particularly in areas where the roads are often congested and cause accidents.

Specifically, the team was at Airport Road, Jakpa Road and Refinery roads where it was observed that motorists block the road recklessly thereby obstructing the free flow of traffic.

Taskforce Chairman, Honorable Sylvester Oromoni insisted on the need to Checkmate the spare of indiscriminate parking on the road as well as other vices that often hold up the road, a situation that affects the economic prosperity of the area.

He warned that the days of reckless driving in the area were numbered as those caught will be made to face the full weight of the law.

According to the chairman, ' what we are seeing in Warri is not acceptable and we have resolved to bring a stop to it by insisting that motorists obey simple traffic rules '.

Continuing, he said, ' we cannot compromise on safety on the roads, other road users have a right to enjoy a free flow of traffic and government must step in to create a level playing field for everybody '.

Honorable Oromoni also frowned at the way most car dealers display their vehicles on the road insisting that they too have become a source of pain to other road users.

According to him, "government did not ask you to display your vehicles on the road. Your action is illegal and causes congestion as the right of way is blocked."

He warned that the State Environment Taskforce will henceforth tow vehicles parked without further notice as the patrol and visit to the car dealer shops was adequate notice.

The team was led by Comrade Kingsley Iweka who serves as the Co-ordinator Delta Central and South of the State Environment Taskforce.

It will be recalled that the team visited Robinson plaza recently where a similar warning was handed down after it was observed that visitors to the plaza park their vehicles on the Okumagbe Avenue road leading to traffic congestion on that axis of the road.

Bayelsa Tribunal Ruling: Gov. Diri Files 12 Grounds Appeal Against Judgement

Bayelsa Tribunal Ruling: Gov. Diri Files 12 Grounds Appeal Against Judgement

Francis Tayor

Yenagoa_____ Governor Douye Diri of Bayelsa State, on Tuesday, lodged 12 grounds of appeal before the Court of Appeal in Abuja to challenge the tribunal judgement that sacked him from office and ordered the Independence National Electoral Commission, INEC, to conduct a fresh election in the state within 90 days.

In the Notice of Appeal he filed through his team of lawyers led by Chief Chris Uche, SAN, on Tuesday, governor Diri, urged the appellate court to set aside the majority judgement of the Bayelsa State Governorship Election Petitions Tribunal which nullified his election and uphold the Minority verdict.

The tribunal had in a majority judgement by two out of the three-man panel of Justices, voided the outcome of the gubernatorial election that held in the state on November 16, 2019, over the exclusion of one of the registered political parties, Advanced Nigeria Democratic Party, ANDP, in the contest.

Two members of the panel, Justices Sikiru Owodunni and Yunusa Musa, said they found merit in ANDP’s contention that it was unlawfully excluded from participating in the governorship election by INEC, despite the fact that it fulfilled all the statutory requirements.

Justice Musa who read the lead judgement in the matter, upheld the petition, saying the tribunal was satisfied that INEC illegally excluded ANDP and its governorship candidate, King George, from the election.

He held that INEC lacked the powers to disqualify ANDP’s candidates after it failed to act on a letter the party wrote to be allowed to substitute its deputy governorship candidate.

However, in a dissenting judgement, Chairman of the tribunal, Justice Ibrahim Sirajo, affirmed governor Diri’s election after he dismissed the petition for being statute-barred.

Justice Sirajo said there was evidence that ANDP was disqualified from the election for fielding an ineligible candidate.

He noted that the party nominated an underaged deputy governorship candidate, who admitted that he was 34 years old, instead of the 35 years age bracket the Constitution stipulated.

Justice Sirajo said there was equally evidence that the party failed to substitute the candidate till the statutory window for such substitution elapsed.

Meanwhile, in his appeal, a copy of which was sighted by Vanguard last night, governor Diri, prayed the appellate court to set aside the entire majority decision of the Tribunal (per Hon. Justice Yunusa Musa and Hon. Justice S. M. Owodunni) and to dismiss the 1st Respondent’s petition.

He further urged the Court of Appeal to, “uphold the minority judgement of the Chairman of the Bayelsa State Governorship Election Petition Tribunal, Hon. Justice Muhammad I. Sirajo, which clearly appreciated the law and correctly applied the same to the facts and rightly dismissed the petition.”

Listing some of the particulars of error in the judgement against him, Governor Diri, maintained that the petition by ANDP challenged its alleged unlawful exclusion from the election that was conducted on November 16, 2019.

He argued that the cause of action of the 1st Respondent, ANDP, crystallized on November 16, 2019, is the Election Day when it claimed to have realized that INEC indeed did not place it on the ballot.

“From the date, the 1st Respondent had 21 days within which to file a petition against the alleged unlawful exclusion from the election.

“There was no election on the 14th day of February 2020 held by INEC to ground the 1st Respondent’s petition filed on 26th February 2020, more than five months after the declaration of results, as the ground of complaint of unlawful exclusion is a complaint against an election, not a declaration.

“The case of the 1st Respondent is not hinged on the nullification of the votes of APC candidate, David Lyon, nor on the declaration of results by the 2nd Respondent on the 14th day of February 2020; nor on the return of the Appellant as the Governor of Bayelsa State, but on its alleged unlawful exclusion from the election held on the 16th day of November 2019.

“The 1st Respondent’s petition is statute-barred, in breach of the provisions of section 285(5) of the Constitution of the Federal Republic of Nigeria 1999 (as amended).

In his second ground of appeal, governor Diri argued that Justices Musa and Owodunni erred in law when they held that ANDP’s candidates were validly nominated.

On particulars of errors, he told the appellate court that ANDP forwarded names of underaged candidates to the Independent National Electoral Commission, INEC.

“The names of the candidates of the 1st Respondent forwarded to the 2nd Respondent were manifestly invalid for being below the constitutional age of 35 years.

“The 1st Respondent’s witnesses admitted under cross-examination that the said candidates were only 34 years of age.

“The nomination of a candidate in breach of the provision of the constitution, the Electoral Act and the INEC timetable and Schedule of Activities for 2019 General Elections (as in the instant case) cannot be termed a valid nomination.

“The mere proposal of a person as to its candidate by a political party in an election to INEC through a letter is insufficient and does not amount to a valid nomination.

“The 1st Respondent failed to plead and tender the party nomination forms filed by their candidates, the Report of the primary election for all positions, which was monitored by the 2nd Respondent and which was officially sent to the 2nd Respondent.

“There was no document tendered by the 1xst Respondent stating whether the primary election was by direct or indirect election.

“The 1st Respondent failed to state the date of the primary election from which its said candidates purportedly emerged as to prove valid nomination of the candidates in compliance with section 87(1), (2), (3) and (4b) of the Electoral Act”.

He contended that the two Justices, in the majority judgement, erred in law when they held that INEC unlawfully excluded ANDP’s candidates.

“The 2nd Respondent as the umpire and regulator of the election ought not to have been expected to shut its eyes to the invalidity of the 1st Respondent’s candidates and the lateness of its submissions and attempt to substitute its candidates after the expiration of the deadline and for reasons other than death or withdrawal by the candidates.

“The 2nd Respondent as the umpire of the election had the duty to inform the 1st Respondent that the nomination of its candidate for the office of Deputy Governor was invalid for being under the constitutional age.

“The 1st Respondent (ANDP) accepted the advice but rather still deliberately forwarded another under-aged candidate.

“The power of the 2nd Respondent to vet, reject or disqualify any candidate of a political party has been restored by the provisions of section 285(14) ( c) of the Constitution of the Federal Republic of Nigeria, as amended.

“The act of the 2nd Respondent was not in any way unlawful or unconstitutional as to be declared a nullity by the Tribunal”.

Governor Diri argued that the majority judgement was legally defective as it held that ANDP had the locus standi to maintain its petition, adding that it was wrong the tribunal to hold that the complaint the party canvassed in its petition was not a pre-election matter.

“The learned Justices of the Tribunal (Hon. Justice Yunusa Musa and Hon. Justice S. M. Owodunni) erred in law when they held that the 1st Respondent proved its case as to be entitled to judgement.

“The said majority judgement is manifestly against the weight of evidence. Further grounds of appeal shall be filed upon receipt of the records of proceedings”, the appellant added.

Meet The Three Military Leaders Who Led The Coup In Mali To Unseat President Ibrahim Keita

Tuesday’s military coup in Mali that supplanted the government of President Boubacar Keita was led by two colonels: Sadio Camara and Malick Diaw.

Malick Diaw is the Chief of Staff of the 3rd Military Region of Kati.

Also mentioned was Lieutenant-Colonel Mama Seku Lelenta.

It was not clear how many senior officers were involved in the coup. But Brigadier General Cheick Fanta Mady Dembélé was being mentioned.

What the coup plotters did on Tuesday was to storm Bamako, from their Kati base, to arrest many Malian officials.

Apart from President Boubacar Keita and prime minister Boubou Cisse, many others were also arrested.

Among the people being held are the Chief of Staff of the National Guard and his Administrative and Financial Director (DAF), Abdoulaye Daffé, Minister of the Economy and Finance, and Tiebilé Dramé, Minister of Foreign Affairs.

Give More Attention To Rural Areas ln The Fight Against Coronavirus, Comr. Okorie Charges Nigerian Govt

Give More Attention To Rural Areas ln The Fight Against Coronavirus, Comr. Okorie Charges Nigerian Govt

Francis Tayor

One of the veritable ways to avoid community spike and transmission  of Covid-19 was for Government at all levels, medical experts, donor agencies, and other stakeholders to shift their attention to rural areas in the fight against coronavirus pandemic.

The Delta State Chairman, National Youth Council of Nigeria NYCN Comrade Kenneth Okorie stated this while addressing local government council chairmen, youths, elders and opinion leaders in some local government areas of Delta State.

Comrade Okorie who led an  eighteen - man  committee of the Delta state council on sensitization campaign against Covid -19 said protocols aimed at  keeping the virus in check were not being observed and advocated for more  awareness, palliatives and medical consumables to be extended to rural dwellers where it is mostly needed.

According to him, the visit to Burutu,Ethiope West, Isoko South,Isoko North,Ughelli South, Ughelli North and Ndokwa East local government areas revealed that people still believe that the ailment was a fluke, and a deliberate act by government officials to extort money from local and international donors.

The Youth leader who distributed face masks and alcohol based hand sanitizers to people in the local government areas so far visited enjoined them to avoid acts capable of promoting the spread of the deadly disease.

He told the people that casualty figure of Covid -19 in Delta State  was manageable because of the proactive steps taken by Governor Ifeanyi Okowa stressing that the best way to minimize the rate of infection was for them to wear face masks, keep physical distancing, wash their hands regularly and avoid congregating in a crowded area.

He reminded the council chairmen of the need to educate the grassroots more about the pandemic pointing out that more lives may  be lost if the right things were not done.

Comrade Okorie said the state wide tour  will take the team round the twenty five local government areas of the state and advised residents of the state to join government in fattening the curve of transmission.

He said the reduction in the rate of infection in the country was because many people were yet to be tested and advised anyone with Covid-19 symptoms to go to any isolation or treatment centre for prompt medical attention.

Some of the council chairmen and their representatives  during the tour said they have done well in awareness creation promising to do more.

They lauded some multinational companies, philanthropic agencies and individuals for their donations and called on others to contribute towards the fight against coronavirus as the pandemic has crippled the economic lives of many Nigerians.

Others that spoke at the awareness rally Yesterday in Aboh commended Comrade Okorie and his team for taking the bold step and called on other bodies to beam their  searchlight on communities where people have no access to information.

Just-ln: Tribunal Nullifies Gov. Diri Election As Governor Of Bayelsa State, Orders Fresh Poll

Just-ln: Tribunal Nullifies Gov. Diri Election As Governor Of Bayelsa State, Orders Fresh Poll

Abuja____  The Bayelsa State Gubernatorial Petition Tribunal has nullified the election of Governor Duoye Diri of Bayelsa State.

The election was nullified based on a petition by the Advanced Nigeria Democratic Party (ANDP), which argued that it was unlawfully excluded from participating in the election.

The tribunal ruling can, however, still be challenged at the appeal court, according to the ruling.

The ANDP had through its governorship candidate, King Lucky George, and National Chairman, Charles Ogboli, approached the tribunal seeking the nullification of the November 19, 2019 governorship election.

The party demanded an order for fresh election on the grounds that its name and logo were excluded from the ballot papers used for the election.

The counsel to the party, Kehinde Ogunwumiju (SAN), told the tribunal that INEC witnessed and monitored its governorship primary and that it was curious and unacceptable that the electoral body later excluded it from the election.

The counsel to INEC, Ibrahim Bawa (SAN), told the tribunal that after examining the evidence tabled by the petitioners, the commission preferred not to call any witness.

The lawyers for the PDP, Emmanuel Enoidem, and Governor Diri, Gordy Uche (SAN), spoke along the same line, saying instead of calling witnesses, they would submit documents to the tribunal.

The ANDP was registered as a political party on August 14, 2018, along with 23 other parties. However, it was deregistered in on February 6, 2020, for failing to meet the guidelines stipulated by the constitution which expect parties to at least win a seat any of the elections conducted -presidential, governorship, chairmanship or councillorship.

The affected parties, including ANDP, are now in court challenging their deregistration.

Monday’s ruling comes two days after the tribunal dismissed three other petitions against the election of Mr Diri of the Peoples Democratic Party.

However, the three-member tribunal dismissed the three petitions filed by separate parties on Saturday.

The Bayelsa State Governorship Election Petition Tribunal sitting in Abuja, on Saturday, dismissed three petitions against Duoye Diri of the Peoples Democratic Party (PDP) and affirmed him the duly elected governor of the state.

The petitions dismissed by the tribunal were filed by the Alliance for Democracy (AD), the United People’s Congress (UPC) and the Liberation Movement (LM).

In a unanimous decision on Saturday, a three-member panel of the tribunal dismissed three petitions challenging Mr Diri’s victory.

The judge, S.M. Owoduni, who read the lead judgment of the tribunal held that the petition filed by AD and its candidate, Owei Woniwei, is incompetent and lacks merit.

Justice Owoduni held that the petitioners failed to prove the allegation that Mr Diri’s deputy, Lawrence Ewhrudjakpo, forged his declaration of age and National Youth Service Corps (NYSC) discharged certificate.

The second petition filed by Ibiene Stephen and his party, UPC and the one filed by the candidate of the Liberation Movement (LM), Vijah Opuama, were also dismissed.

Mr Opuama had filed his petition to challenge the declaration Messrs Diri and Ewhrudjakpo as governor and deputy.

He also alleged that Mr Ewhrudjakpo submitted forged exemption certificate and documents that contain false information to INEC. He is asking the tribunal to cancel the election and order a fresh poll.
