Delta Subeb Holds Town Hall Meeting With Head Teachers, Sues For Commitment Towards Actualization Of Quality Education In The State

Warri____ The Executive Chairman of the Delta State Universal Basic Education Board, SUBEB Hon. Sunny Ogwu has sued for commitment and cooperation of Head teachers in the State for the realization of Sen. Dr. Ifeanyi Okowa's administration laudable education policies and programmes for Deltans.

The Delta SUBEB Chairman stated this on Wednesday during a town hall meeting with Head Teachers across Burutu Local Government Area in Burutu town as part of the Board's efforts to synergize with the Local Education Authorities for effective and efficient service delivery in the primary education sector of the State.

Hon. Sunny Ogwu was represented by the Member representing Delta South Senatorial District in the Board, Mr. Paul Kurugbe reiterated the readiness and commitment of the Board to sustain the current efforts of Government of giving education a priority attention in line with Governor Okowa's policies in primary education.

While addressing the Head Teachers drawn from all the Public Primary Schools in Burutu Local Government Area, the SUBEB boss assured them that the Board will always protect and prioritize their welfare and charged them to adhere strictly to  the rules.

According to Kurugbe said; "The board will always protect you. Your welfare is our concern,  but you must do the right thing. It is no longer business as usual. Avoid unprofessional conducts and take your duties seriously", he stated.

Speaking further at the Town hall meeting which was described by participants as the first of its kind, the SUBEB Chairman harped on various issues bothering on transfer, indiscipline, nonchalant attitude towards official duties and urged the Head teachers to give in all their best for effective service delivery, adding that the State Government will continue to reward hard work and excellence as it has done in the past.

Some of the Head teachers who spoke at the one day town hall meeting expressed delight at the initiative, saying that it was the first of its kind.

While appealing to the Board to address some of their urgent needs, the participants unanimously urged the Chairman of the Board to sustain the laudable initiative and make it a quarterly exercise.

A similar town hall meeting was also held at Bomadi Local Government where the Chairman's representative, Mr. Paul Kurugbe parleyed with the Head Teachers and LEA Secretary in the Local Government Area whom he described as drivers of the State education programmes at the grassroot level and assured them of Government irrevocable commitment in promoting sound and quality education in the State.

Culture is said to be the sum total of the way of life of a people comprising a unique body of belief and traditional institutions. What sums up the tourism attractions of a society are the material and non-material resources embedded in a community's tradition which include; beliefs, norms, values, traditional ceremonies and all that reflect their cultural existence as well as the bio-diversity of it's region.

A masquerade festival is a cultural festival involving procession, dance, songs, music, rituals, costumes. It is also a religious event where actors wear masks to represent supernatural or divine beings. The masquerades are very fundamental to the understanding of African societies and belief systems. In some places, they are believed to be the reincarnations of ancestors and messengers of traditional deities from the supernatural world. In Ijaw land, masquerades are believed to be representatives of the water spirits known as Owu or Oru. Onuora Nzekwu (1981) subscribes to this when he asserts that;

"in the Niger Delta and coastal tribes made of the ljaw sub-tribes and the Kalabari, masquerades represent gods, water spirits and village heroes and the dead . . . the bulk of their masquerades however, represent  manifestation of water spirits""

Clark (2006) also argues that "the Owu is probably the most popular medium of entertainment that the Ijaw possesses as a people. It is strictly a dance and festival put on by men. . . staged in the open to amuse members of the public"

Water spirits in ljaw land are regarded as human beings and they are believed to have personal strengths and deficiencies just like human beings. There is also this belief that human beings lived among these water spirits before being born. The function of prayer in the traditional ljaw system of belief is therefore, to maintain the living in the good graces of the water spirits among whom they dwelt before being born into this world. That  is why each year, the ljaws in various communities hold celebrations in honour of these water spirits. Central to the festivities are the masquerade dance performances in which men wearing elaborate outfits/costumes and carved masks (headdresses) dance to the beat of drums and manifest the influence of the water spirits through their performances. The Ayakoromo Olorogun masquerade festival is one of such performances. The festival which started in  1937 is a cultural festival that is laced with spectacle such as masquerade dance, music, songs, ritual performances, costumes, mask and the theatre/drama. The festival is a period of merry making and feasting and it is the most significant event in Ayakoromo community. During such entertainment periods, people come from far and near to grace and witness the occasion. Peace and cordial relationships are maintained via mass participation in the performances that characterised the festival.

The seamy side is that this very critical traditional institution is fast eroding as a result of the influence of Western culture despite its significance in preserving, promoting and showcasing the glamour of the traditional African life. The Ayakoromo Olorogun masquerade festival which is a traditional entertainment form has not been given the publicity commensurate to its worth in the society and it is described with derogatory words such as fetish, primitive and barbaric because of its associated roots in African traditional religion. This damage inflicted on the Olorogun masquerade festival calls for cultural revival and revolution. Nevertheless, the significance of the festival can not be overemphasized. It is a truism that Agriculture used to be the backbone of Nigeria's economy but after the discovery of crude oil in the early 1970s, attention was now shifted from agriculture to the oil sector. The concentration on the oil sector was so much that other sectors of the economy that could generate the much needed revenue were neglected. Tourism was one of the neglected sectors until very recently when the government of Nigeria started plans to develop it as a means of improving the socio-economic well being of the Nigerian people and diversify its economic base. The fact remains that Nigeria as a nation is endowed with both natural and material resources that can be harnessed to develop tourism in order to aid economic growth. Tourism implies the utilization of a people's cultural and natural resources such as festivals, beliefs, dances, diets, architecture, monumental buildings, shrines and so on. Most of these cultural and natural resources are centres for tourist activities.

Tourism also involves movement or travelling away from one's usual residence to other places far or near for recreation or pleasure. This is akin to the World Tourism Organization 's (1991) definition of tourism as comprising of;

"activities of persons travelling to and staying on a place outside their usual environment for not more than one consecutive year and not less than 24hours for leisure, holiday and other non- remuneration purpose""

Tourism therefore, embraces the incident of itinerant population of travelers who are visitors to places they visit. So tourism is an undertaking for the purpose of recreation rather than business and have the potentials to spur economic development and enhance lives in a sustainable framework. It is against this background that we examine the masquerade tradition of the Ayakoromo people and to see how it could be harnessed to promote tourism in the Niger Delta and Nigeria at large.

What makes the Ayakoromo Olorogun masquerade performances critical to tourism development is the performance aesthetics which attracts people from far and near. Mention has to be made of the merriments and side attractions organized by the audience in the form of beach parties, a candle-light night time procession, sporting activities, boat regattas and so on.

The grand finale of the Ayakoromo Olorogun masquerade festival is its second outing where Olorogun and other minor masquerades dance at the Ozubou playground. The Olorogun masquerade is an entertainer and evokes joy and happiness in the audience. It is a festival that attracts a mammoth crowd from all works of life who spend money within the community, augmenting and supporting local economy through restaurants, hotels and other businesses. The high inflow of day visitors into the community during the Olorogun masquerade performances contributes immensely to economic empowerment of the people. If the right resources are pumped into the festival, the festival can be packaged to attract tourists and this would become another vital source of revenue generation especially now that we depend solely on oil that will not last forever. This position lends credence to Hon. Tonye Timi's (2013) warning in his paper, "Reinventing a Nigeria without oil and Gas". He says;

"There is a peak and decline phase for our oil resources. We therefore, come to terms with the fact that our oil reserves are finite and will not last forever"

Therefore, it is now pertinent for us to start developing other great revenue earners like agriculture, non-oil mineral resources and tourism. The Ayakoromo Olorogun masquerade festival if well harnessed is a great tourism resource and will help a lot in the tourism development of Ayakoromo Federated community, the Niger Delta and Nigeria at large. The greatest aspects of the role played by the  festival in boosting tourism development in Ayakoromo community is enmeshed in the activities marking the festival and the Olorogun masquerade performances. On such days, people gather from far and wide and pleasantries are exchanged. The gathering of people on such days exactly depicts what tourism is all about as it involves the temporary movement of people or persons from one destination to another. The movement here is to achieve some desired objectives like watching the aesthetics of the Olorogun masquerade dance performances during the festival. Photographs of the Olorogun masquerade taken and their audio and video tape recordings can be presented as our cultural heritage. The money given or realized from such endeavours could also be used in purchasing costumes for the masquerades and to keep the masquerade tradition alive.

Further to this, tourism helps to preserve the local culture and traditions of a community. During the Ayakoromo Olorogun masquerade festival, the visitors have a unique chance to interrelate with the local community thereby gaining a deeper understanding of the environment, customs and local culture which in turn leads to the preservation of the cultural heritage of the people.

Tourism is an industry that relies heavily on the people and the environment by attracting infrastructural facilities into the community. During the Olorogun masquerade festival, preparations are made to present a lively show. Flags of different colours are hosted in the community, houses painted, bushes cleared, all the solar street lights are fixed and costumes designed.  Generally, there is improved environmental sanitation as every nook and cranny of the community is kept clean during the period of the festival. The preparation itself adds glamour to the Ayakoromo community and makes it attractive and this is the essence of tourism.

Unfortunately, the Ayakoromo Olorogun masquerade festival  has not been well harnessed to play a significant role in the promotion of tourism development. Over the years, the performances merely dwell on the spectacular aspects without realizing their potentials for tourism development. Indeed, the festival's potentials for tourists attractions have not been fully developed. Therefore, it is imperative to encourage the organizers (Okosuotu masquerade cult) to look beyond mere performance as a step towards increasing tourists attraction. A festival of this magnitude with its cultural and performance aesthetics can be harnessed to promote tourism in the following ways.

First and foremost is the issue of a peaceful environment. Peace is a prime factor because a peaceful environment breeds sustainable development. The organizers should ensure that the Ayakoromo Olorogun masquerade festival is celebrated in a peaceful and conducive atmosphere.

Government should shift a little attention to the promotion of the Ayakoromo Olorogun masquerade festival based on its potentials by encouraging investors and stakeholders to develop the performance spaces as well as the community. Infrastructure must be made readily available. Professional bodies such as the National  Commission for Museums and Monuments (NCMM) and other bodies saddled with the responsibility of conserving, preserving, promoting, producing and utilizing cultural and material resources of Nigeria should come into the picture by modernizing the community and performance spaces like the Ozubou playground. Besides, roads,  hotels, electricity, pipe-born water, health care facilities among others must be developed. Above all, the Ayakoromo bridge must be completed. By so doing, the festival will help attract not only Nigerians but also foreigners.

Government should also encourage the organizers by announcing the festival days in government owned media like radio and television stations.

Efforts should also be made to televise the important aspects of the Olorogun masquerade festival by the Nigerian Television Authority (NTA), African Independence Television (AIT), or CHANNELS Television. It could also be projected in culturally oriented programmes like GOGE AFRICA, the African Magic: Good Morning African Show, etc. This will of course , expose the cultural and artistic heritage of the Ayakoromo people to the world.

The truth is that  the Ayakoromo Olorogun masquerade festival needs cooperate sponsorship. In this regard, the communication giants like MTN, GLO, AIRTEL, etc,  and the media houses should play a critical role in promoting the festival as part of their corporate social responsibility.

A museum should be established in Ayakoromo Federated community to preserve cultural materials associated with masquerading and other oral performances. The festival's video recordings, the photographs, costumes, headpieces, drums and other traditional artefacts should also be preserved in such a museum as our cultural heritage for posterity. This preservation becomes imperative when one considers the fact that our oral treasures are going into oblivion.

The institute that deals with cultural matters like the Federal Ministries of Arts, Culture and Tourism should identify with these cultural resources and help to advertise and market the oral acts such as the Olorogun masquerade performances to the outside world for tourists attractions.

The tourism potentials of the Ayakoromo Olorogun masquerade festival are not in doubt. The festival is a cultural entertainment package through which the Ayakoromo community showcases its cultural endowments to visitors for tourist attraction. The festival can be developed to boost the socio-economic activities of the Ayakoromo people since members of the community will be involved in selling food, local materials, providing services in restaurants and hotels among others to countless visitors. The improvement in the economic activities will lead to better standard of living and well-being of the people. It is unfortunate that the festival is yet to have a significant impact on the socio-economic development of the Ayakoromo community.  The festival requires total support because of the important role it plays in the society; to promote  tourism for societal advancement and development. The festival should be properly organized to give it an international standard enjoyed by the  Osun Osogbo festival in Ijebu land, the Eyo festival in Lagos, the Argungun Fishing festival in Kebbi state and others across the country. Realizing well that tourism is utilized to expose, boost and stimulate a people's economy and creativity, it is my candid opinion that the Ayakoromo Olorogun masquerade festival in Burutu Local Government area of Delta State should be harnessed and encouraged. As J. P. Clark (1981) notes, "the masquerade can be, in fact, become a town's best advertiser."

Abuja____ The Special Adviser to President Mohammadu Buhari on Media and Publicity, Mr. Femi Adesina has commended the Center for Peace and Environmental Justice, CEPEJ for its advocacy efforts towards ensuring unity and peaceful coexistence among Africans, particularly among Nigerians.

The Presidential Aide gave the commendation on Thursday at the Presidential Villa Abuja when he played host to a delegation of the Nigeria based NGO, Center for Peace and Environmental Justice, CEPEJ in his office at the Presidency, Abuja.

Mr. Adesina urged CEPEJ to intensify and sustain its development and peace advocacy efforts, which he said were in line with the peace and development initiatives of the Buhari Administration.

He enjoined other civil society organisations in Nigeria and other African countries to emulate the starling example of CEPEJ, in order to make Nigeria, and indeed the continent investment Havens.

The CEPEJ team led by its National Coordinator and Chief Executive Officer, Comrade Sheriff Mulade, also included the Senior Programmes Manager of the NGO in Abuja, Mrs Nafisat  Amadu and its Lagos Office Corporate Communication Manager, Mrs. Victoria Ajayi.

Comrade Mulade had earlier explained CEPEJ's Vision and Mission to the Presidential spokesman on Media and Publicity, adding that the visit was for CEPEJ to seek ways of collaborating with the Presidency towards institutionalizing peace and security in Nigeria, so as to attract foreign and local investments into the country.

High point of the visit was the presentation of CEPEJ's 2020 Calendar, Newsletter and proposal on curbing environmental and security challenges in Nigeria.

He further appealed to all education officers, such as head teachers as well as class room teachers to maintain professional ethics in carrying out their duties, so as to sanitize the education system.

Hon. Ogwu who was represented by the 3rd member representing Delta South in Subeb, Mr. Paul Kurugbe made the call at Bomadi today 30th January, 2019 during a meeting with the Executive Secretary LEA Bomadi Local Government Area, Comr. Kirigha Oburumu and all head teachers in the LGA. He charged head teachers to monitor all the activities of class teachers in order to ensure effective teaching.

In responding to some of the issues raised at the meeting, Mr. Kurugbe assures head teachers to exercise some little patience, noting that they wiil soon benefit from the SBMC programme. He ask the LEA secretary to put into writing all their needs and forward it to Subeb, Asaba for prompt attention. He therefore, charged them to do their job diligently and respect constituted authorities in order to enable the system grow, the statement adds.

In his reaction, the Education Secretary  Bomadi LGA, Comr. K.C. Oburumu thank Subeb for the visit, especially for the provision of school uniforms and sandals to some pupils at Kpakiama primary school. He however, made an appeal for more teachers, rehabilitation of Bomadi LEA office, provision of toilet facilities, fencing of primary schools, provision of file jackets among others things needed for the effective management of government primary schools in Bomadi.

Some other education stakeholders present at the meeting includes; the CIE Bomadi LGA, Mrs. Olusola Ofunne, NUT Chairman Bomadi, Comr. Larry Selekekiye, Comr. Water-Owei.W, Chairman AOPSHON Bomadi LGA, Hon. Eneyi Doreen, Supervisory Councillor for education, Bomadi LGA, among others.

Warri____ In an interview with Quest TV on Wednesday 29th morning at Ughelli near Warri, Comrade Ozobo Austin, a Niger Delta Right Activist and National president Ijaw People's Development Initiative, IPDI, has passed a vote of no confidence on Nigerian Security network as he called for sack of all security chiefs in the country.

He averred that no unity worth the lives of Nigerians, and that people should only promote unity that will secure and safeguard lives of Nigerians.

The activist said the North was opposed to Amotekun because such internal security arrangements were against its Islamization agenda.

The opinion leader added that Amotekun initiative clearly states that Nigerian Government had failed. He enjoined South-South and other venerable regions in the country to apply the laws of self-defense and right of personal liberty to decide how best their lives would be secured.

The Niger Delta activist also noted that Nigerian Government was a threat to the safety of Ijaws and Niger Delta at large as regards daily and incessant bombardments of Ijaw communities in the region on every slightest provocation.

He accused Nigerian government of playing politics with the activities of Boko Haram millitants in the country.

Ozobo further said herdsmen and Boko Haram were agents of the Northern Nigeria to intimidate Christians and Southern Nigeria to accept their Islamic agenda.

He further added that Nigeria was an expired marriage going by the 1914 amalgamation treaty. He stressed that no treaty for a period of hundred years remained valid and efforts should be made to restructure the country to avoid possible disintegration.

He equally reiterated that Nigerian Security system was loyal to a section of the country and Nigerians cannot afford to risked their lives by depending on such failed security system, Ozobo stated.

Warri____ The member representing Delta South Senatorial District in SUBEB, Mr. Paul Kurugbe has charged head teachers across the state to support the Executive Governor of Delta State, His. Excellency, Sen. Dr. Ifeanyi Arthur Okowa in delivering quality education for Deltans by preparing a proper lesson notes before going to teach pupils in the class.

Mr. Kurugbe give the charge today 29th January, 2019 at the secretariat of Burutu local government area of Delta State, during a meeting with the Burutu LEA Secretary, Comrade Eserifa Rufus and all the head teachers under the local government area. He further pass a stern
warning to all head teachers that anyone caught in unethical act by imposing illegal fees to extort pupils will be severely dealt with, and that the Okowa led government will not tolerate such act.

According to him, said; " l am not here to harm you, rather to make things easy for you as head teachers. I want all head teachers to know your rights and position in the system. I have visited schools in lsoko, ltsekiri and urhobo areas and the system is well organized and wonderful.  When it comes to official assignment, l don't have brother neither sister because am coming to correct the system."

" ln the course of my tour across schools in the state, l discovered that most of our schools are in a pitiable situation whereby our head teachers are not found in school around 12:30pm. You all know that the official closing time for public schools is 2: pm. Am warning, if any head teacher close down school before the official time will be severely dealt with. In Delta State, there is no private primary school that pays salary more than the public schools. Why can't you carry out your responsibilities by doing the right thing!.

Have passion for your job and be committed to do the right thing at all time. There is a reward for hard work, hence put in your best to inculcate the correct knowledge to our pupils. Take note that the management of primary schools is the responsibility of SUBEB. While the LEA Secretary is directly responsible for supervising primary schools at the local government level. I want you to also note that the Chief lnspector of Education (CIE) is responsible for exams and standard of education system.

Don't be involved in illegal collection of money from pupils, because the moment you are caught, your job will be immediately terminated. That act is extortion of money and stealing, therefore stop it."

Speaking further, Mr. Kurugbe charged head teachers to always prepare their lesson notes before going to teach pupils in the class, stressing that without the lesson note, they cannot inculcate proper knowledge to pupils. He also called on the Burutu council boss to try monitor the activities of primary schools under his watch, noting that without proper monitoring, the system will crumble.

He therefore, urged all head teachers to join hands with His Excellency, Sen. Dr. Ifeanyi Arthur Okowa to catapult the poor state of education to a greater height, Kurugbe asserted.

In his speech, the Burutu LEA Secretary, Comr. Eserifa Rufus calls for collective efforts of LEA staff in order to improve the system. He urged head teachers to improve on the standard of education in their respect schools. He noted that LEA is working under the Executive Chairman of Burutu LGA. Our function is to take directives from the council boss, as well as the state SUBEB management.

He further asked all head teachers to show good example by discipline themselves in accordance to the noble profession, stressing that the public are looking up to them." Monitor teachers transfer to your school and report back to me if there is any default, Comr. Rufus stated."

On his part, the Chairman Burutu LGA, Hon. Angele Godknows who was represented by the Secretary of the council, Hon. Sunny Perekeme thank each and everyone that honour the meeting, noting that such meeting is very important because it creates an avenue for us to interact and solve the challenges teachers are passing through in their place of work. He acknowledged that teachers have a very greater role to play in the society by inculcating the right knowledge to our children. He express anger on those teachers who refuses to report at their transfer area, stressing that anyone found guilty, the council boss will not take it lightly with them, he stated.

The NUT Chairman Burutu LGA, Comr. Ebisine Barry observed that all hands must be on deck, such as head teachers, LEA Secretary and the council boss must work as a team in order to improve the poor education standard in our schools. He assure that NUT is ready to work with the LEA Secretary, Council Chairman and other stakeholders so as to make Burutu one of the best performing LGA, in Nigeria, Comr. Ebisine noted.

In his part, the leader Burutu Legislative Arm, Hon. Joseph Fuludu, who was ably represented by Hon. Joe Izonowei assures teachers in Burutu of legislative  back up in their demands. He said the LEA administrative block would be included in the 2020 budget for speedy completion, so as to enable them carry out their day to day operation of activities. He urged Burutu LEA Secretary to give adequate staffing to all schools under his jurisdiction in order to balance the system.

High point of the visit was the inspection of the Burutu LEA Secretariat building that is almost 60% work done.

Asaba____ The member representing Delta South Senatorial District in the State Universal Basic Education Board SUBEB, Mr. Paul Kurugbe yesterday 28th January, 2020 was honoured with an award as the 'Exceptional SUBEB' Representative (Delta South) of the year 2019.

The award was presented to him by the Editorial Board of the Front line Newspaper led by Dr. Chuks Awana at his office, Asaba.

Mr kurugbe who was awarded in recognition of his commitment towards the transformation of the Education sector barely six months in office. With this award, he
becomes the first representative to be so honoured with such prestigious award.

The award was presented by Dr. Chuks Awana and the Editorial team alongside princess Perekeme Josephine among others, having notice his fight against unprofessional conduct in education sector.

He describe "Mr. Kurugbe as a perfect gentle man with integrity who sees nothing but peace and doing the right thing at the right time, stressing that the major concern of Kurugbe is to see the Education sector grow and develop like other nations, Dr Chuks Awana stated.

Warri_____ Former Delta State House of Assembly candidate in Burutu North, Hon. Comrade Ozobo Austin has lauded Prince Emman Amgbaduba, the Commissioner for oil and gas for resolving peacefully the about three week-long crisis between Midwestern Oil company and Umusadege Community at Utagba-Ogbe kingdom in Ndokwa West LGA of Delta State.

Ozobo thanked Umusadege Community for its peaceful disposition towards the ragging crisis in the community as he urged them to continued to pursue peace in the community.

He added that the Commissioner for Oil and Gas had proven to Deltans that he is poised to serve the state by displaying capacity in returning peace back to Umusadege Community.

He urged Deltans to continue to support the oil commissioner as his good works in the Oil ministry in his few months in office had surpassed works done by his predecessors in the history of the ministry of Oil and Gas in Delta State.

Asaba____ The Member representing Delta South Senatorial District in the State Universal Basic Education Board (SUBEB), Mr. Paul Kurugbe has charged public Primary School teachers in the State to shun any unprofessional conduct capable of lowering the high educational standard set by the Governor, Sen. Dr. Ifeanyi Arthur Okowa.

The charge was given by the Board member when he paid an unscheduled visit to some Government Primary Schools in Warri South, Bomadi, Burutu and Isoko North Local Government Areas of the State.

The visit was coming on the heels of Governor Ifeanyi Okowa's directive for proper supervision of Schools, so as to ascertain the level of performance by both Staff and pupils.

Mr. Kurugbe who was accompanied by a team of Local Government  Education Authority  Secretaries and Quality Assurance department from the Board,  frowned at staff attitude to work, and asked them to desist from act that could sabotage government good intentions for education in the the state. He charged  Headteachers and Staff to see discipline as the hallmark, saying that government would not hesitate to punish anyone found wanting.

In his words, he said; " government free education policy should not be hindered by any act of indiscipline by introducing  unauthorized fee or levy ".

Mr. Kurugbe also  called on Local Education Authority Secretaries to embark on proper supervision  of teachers' classroom activities such as lesson notes and other teaching and instructional materials.

Reacting to the deplorable nature of some School buildings, lack of teachers and overpopulated Classrooms, the Board member stated that SUBEB would liaise with the appropriate bodies to do the needful. He also appealed to host Communities to assist in the maintenance of School infrasructures in their domain, encouraging  other Communities to take a cue from Ajamimogha Community which took control of the painting of Ikengbuwa Primary School fence in Warri South Local Government Area.

Mr Kurugbe Charged all Primary School Staff to be up and doing, as visits to their Schools will continue and will be unannounced, warning that any Staff caught or found wanting would be properly sanctioned. He also thanked them for their efforts, and assured them of better working relationship.

High point of the visit was Mr Kurugbe's  hearty commendation of Okpako Eunice Elohor, a teacher at Ikengbuwa Primary School Ajamimogha for exemplary conduct and orderliness. He also expressed satisfaction at the pupils' prompt response to general questions asked  them by the Board Member.

The Board Member who was excited  by the boldness and composure exhibited by Azazi Powede, pupil of Ebikeniye Primary School, Bomadi Local Government and Oghofeluo Wisdom of Azagba Primary School, Isoko North respectively, gave them new set of uniforms as motivation for answering questions posed at them correctly by the Board Member as well as to encourage other pupils to be outstanding in their performance.

Tam Godspower Odogwu has join his voice with other well meaning Deltans to commend the efforts of Amb. Sheriff Mulade for pushing the Coastal Area Development Agency (CADA) Bill to the office of the governor of Delta State, His Excellency, Sen Dr. Ifeanyi Arthur Okowa, as well as the speaker Delta State House of Assembly, Hon. Sheriff Oborevwori for consideration.

Hon. Odogwu said; " if there could be Effurun- Warri Area Development Board, and Asaba Capital City Development Agency, the riverine communities deserves more development attention. The reason was that, the coastal areas generates over 70% of the resources used to sponsor the state budget. It deserves more than such agency to provide adequate infrastructures for the riverine dwellers.

As we speak today, the riverine parts of Delta State is yet to have electricity, good roads, borehole water, good schools, health care facilities and many more. But the urban towns that contributes less than 30% of the resources are already enjoying such social amenities. Therefore, when this Agency is pass into law and created, it will help to fast track the needed social amenities to the riverine communities that feeds the state, he asserted."

However, Hon. Odogwu further appreciated all those behind the CADA Bill, especially the wonderful role played by the media in drawing the attention of the government and other authorities to look into the matter.

He finally, charged the Delta State government, as well as Delta State House of Assembly to quickly respond to the bill, stressing that the benefits of the agency cannot be overemphasized holding to the facts that, it will fast track development, as well as generate employment to our teeming unemployed youths out there in the society.

Warri_____The Ijaw People's Development Initiative, IPDI, has hailed Comrade Sheriff Mulade for initiating a Bill for coastal development agency in Delta State.

Comrade Sheriff Mulade who is the national coordinator of Centre For Peace and Environmental Justice, CEPEJ, was a former Delta State House of Assembly Aspirant in the 2019 general elections under the People's Pemocracy party, PDP.

The bill had been presented to His Excellency, Senator Dr. Ifeanyi Okowa, the governor of Delta State and been also received by the honourable speaker of the Delta State House Of assembly which to be read for hearing in further sittings.

The most famous Pan-Ijaw group, IPDI, added that the bill was a well deserved one, and long expected and that when it is passed into law, it would be of a great benefits to the state and coastal areas of the state.

The group boss, Hon. Comrade Ozobo Austin said the coastal areas being the economy life-wire of the state needs a special attention and that the bill should be given a speedy and accelerated hearing.

He stressed that Sherriff Mulade giant strides should be commended by all well-meaning people of the state as the bill when passed into law would create a landmark history in the development of coastal areas in the state.

The overall aesthetic impact of the Ayakoromo Olorogun masquerade festival is in the Integration of the various elements of drama and theatre such as  songs and music, dance, costumes, ritual, make-up, myth, movement and spectacle, complete with all the nuances of a performing art to enhance the celebration.
On the very day Olorogun is billed to perform, the first activity is the "Beni Kaima" ritual which is carried out exclusively by the devotees and wives of the Olorogun masquerade. Clad in red attires, the Olorogun wives and other devotees, mostly elderly men and women perform this ritual at the  bank of River Forcados. Seven bottles of Fanta drink and seven plates containing the sacrificial food items are placed at the bank of the river. Prayers of good health, children, abundant food, blessings and a trouble- free performance are made before the sacrificial items in each plate are presented to the water spirits. This action immediately attracts different species of fishes which clatter up excitingly, wagging their fins in a slow motion, apparently enjoying the meal. The action of the fish is a positive nod that the sacrifice has been accepted. This ritual is characterized by light drumming, choral singing and clapping which are fascinating.

Another stage of "Beni kamai" is usually taken on by the priest of Akasuwo (a mock god), who also perform the mock Eyebi ritual.
"Eyebi" literally means "seeking the opinion of the Oracle or divine beings".This mock ritual is performed about an hour or two before the appearance of the Olorogun masquerade. It is purely for entertainment and has no spiritual undertones. It normally attracts a mammoth crowd of spectators. The colour code for any participant is red. Akasuwo is a god that predicts accurately as Ekampou (2009) puts it "the dramatic atrocities/achievements of the Olorogun masquerade on consultation..."

The Eyebi ritual is followed by the "Tiri Afen" and "Agboro Gben" masquerades rituals. The "Tiri Afen" masquerade usually comes out to perform a symbolic cleansing of the community. It uses a broom to sweep away all the evils troubling  the community and usher in all the good things of life. This masquerade is gentle and non-aggressive in nature. The headpiece is a carved wooden image of a young lady with pointed breasts.

Next is the "Agboro Gben Owu" (the sacrifice throwing masquerade) performance. This carries a clay pot which contains food items and throws them randomly around the community. This act symbolises the productive capacity of the Ayakoromo community and that the people of Ayakoromo will never experience hunger.

With the accomplishment of the aforementioned rituals, the Olorogun masquerade is enthusiastically waited by the teaming spectators who are dressed in red costumes of various sizes and shapes to mark the spirit of the festival. It is usually a fascinating spectacle to behold.    As they await the Olorogun masquerade to come out for public performance, many of them converge at  the junction of the entrance of the Owu  bou (abode of the masquerade) chanting excitedly about the Olorogun masquerade and what to expect in today's performance. As soon as the Olorogun Eyaigha (baby Olorogun) comes out to strike the rattles on his leg at the "Odele" shrine, it becomes clear that the Olorogun masquerade will be out for public performance any moment. The general expectation of the appearance of the  Olorogun masquerade intensifies. The chanting of the praise name of the masquerade, "AIabenikolokolokolo" rents the air. We can see the spectators jump, clap and prance about waiting for Olorogun  to emerge from the Owu bou.

Asaba____ The Delta State Governor, Dr. Ifeanyi Okowa and the Speaker, Delta State House of Assembly, Rt. Hon. Sheriff Oborevwori have received the Bill seeking to establish the Coastal Areas Development Agency, (CADA).

The Bill was initiated by a community leader and an environmental rights activist, Comrade Sheriff Mulade, a Peace Ambassador, who hails from Gbaramatu Kingdom, Warri South West Local Government Area of Delta state.

It was received at the Delta State Government House, Asaba, a copy of which was received by the Speaker of the Delta State House of Assembly  on behalf of the State legislature on the 22nd of January, 2020.

The Bill is in line with the demands by Deltans in the coastal communities seeking a legislation to create an agency that will fast track the development of coastal communities in the State.

The Bill was preceded by several media reports and public opinions calling on the Delta State Government to create an interventionist agency that would enhance the development of the oil rich riverine communities of Delta State.

It is imperative to state here that the coastal communities are the live wire and resource base of Delta State, therefore they deserve a fair share of government support and access to basic social amenities. It is sad that billions of naira generated from the riverine environment are used to develop other areas thereby leaving the coastal communities undeveloped.

Asaba____The Senior Special Assistant to Governor Okowa on Investment, Mr. Kofee Amasuomo has hinted that a peaceful atmosphere with an investment thriving Delta is the bedrock for sustainable development.

He said, one of the rungs of a stronger and better Delta is a peaceful and Investment thriving state for sustainable developments.

The Senior Special Assistant on Investment, Mr. Kofee Amasoumo disclosed this in Asaba, said a tranquil environment void of an unsavored impasse is what society needs to sustain it's strides of development.

Mr. Kofee Opined that, the peace and security initiatives of Governor Okowa has yielded the desired result thereby making it safe for investment to thrive in the state.

"Governor Okowa is doing immensely by ensuring that the state is investment friendly for both foreign and local investors with strong assurance of peace and security in the state, he stated."

The SSA on Investment while stressing the need for an investment thriving state has lauded the efforts of Okowa on peace and security thus appealing to Delta citizens to further enhance and sustain the prevalent peace in the state for greater growth and development.

Mr. Kofee maintained that, the government will partner with critical stakeholders to ensure investment thrives in the state, saying no stone will be unturned. He therefore, urged investors to take advantage of the available investment opportunities in the state, noting that the state is safe for investors and investment to thrive.

African traditional drama and theatre brings together diverse elements of entertainment and communication such as songs and music, dance, ritual, mask, costumes and make-up. The Ayakoromo Olorogun masquerade festival illustrates this assertion. The series of events marking the festival are laced with spectacle. The elements which enhance dramatic entertainment in this festival include mask, costumes, make-up, dance, songs and music, rituals, props and active audience participation. The theatrical nature of the festival stems from the fact that the festival integrates all the trappings of what may be considered as African theatre. These theatrical elements make it possible for the performer (s) to use his creative imagination and resources of his body to effect an artistic communication. The various performances during the festival show that the Ayakoromo people have relatively kept their artistic heritage.

A Theatrical quality of the festival is the preparation involved. As in modern conception of theatre practice, the performers consciously prepare themselves to showcase their  artistic ingenuity. There is a period of rehearsals, assembling or building of all  necessary props, costumes and other paraphernalia. There is so much at stake for the Okosuotu masquerade cult and as cultural ambassadors, they must ensure an exhilarating performance. The Olorogun masquerade performances are therefore not accidental. They are prepared with dates, periods, time schedule and venues for performance. They are arranged or organized right from the pre-performance stage to the post performance stage. Such organization involves different sacrifices, rehearsals of songs, dance steps, instrumentations and movements.  It also involves taking care of costumes, properties and stage control. The river bank at the Ozubou playground, where Olorogun  "Beni Akoro" act takes place is thoroughly cleaned up of bottles , sharp woods and other objects that could inflict injury on the human body. This is the spot where the Olorogun masquerade dramatically  attempts to join the water people by submerging himself like a submarine.

When Olorogun submerges in water, the frantic effort to  rescue the Olorogun masquerade by members of the Okosuotu masquerade cult is a piece of dramatic entertainment. Of course, nobody would want to commit suicide because he wants to impress the community as a masked performer. He (the masquerade) is merely acting out a script written by his group and himself. Whatever the masquerade does during the festival is purely for entertainment. The audience knows all these pieces of information and attends with the hope of watching the performance accordingly.

The whole Ayakoromo community and more particularly, the Ozubou playground (the arena stage), the bank of the river (Shoreline stage) and the river itself  (aquatic stage) are the various spots where the various dramatic performances take place. At the Ozubou playground, there is the costumes room and the green room combined in the Owu - ware (masquerade house). The Owu - ware is a make-shift room for changing costumes and for the masquerades to rest after every performance. The orchestra is also situated at the Ozubou playground. It is fenced round with bamboo poles or wood and has a platform that accommodates all the drummers and the Awe players. During  the masquerade dance performances, the members of the Okosuotu masquerade cult usually form two lines in front of the orchestra, singing, dancing and acting as the chorus.

Music is produced through the playing of the drums, the Awe and the rendition of songs. These are the means of communication and expression which create the dramatic scenes and regulate the movements of the masquerades. The songs propel the dramatic action and highlight the dangerous nature of the Olorogun masquerade.  The songs also challenge the masquerade to demonstrate his power and urge the masquerade relentlessly on to continue with the performance.

I must commend the role of the audience or spectators in this fun-filled celebration. They boost the festival by organizing their own activities and performances in the form of beach carnival/parties, candle light night show, sporting activities, war boat performances and boat regattas, family quiz and so on. The audience joins the performances through singing, running, dancing and carrying out simple enactments. This active participation of the audience is a key to the success of the festival. The audience is needed for theatre to be complete because there is no essence of theatre without an audience.

During the performance, some of the audience members out of excitement give the masquerades money. This is a general conventional means of expressing aesthetic satisfaction at performances among the ljaws. No admission fee is charged for the show. So it is the money given willfully by members of the audience to the be performers in appreciation of the performance (which may be compared with the box office fee in modern theatre) that is used in acquiring, maintaining and redecorating masks/headpieces and costumes for the future by the masquerade cult.

Furthermore, characterization which involves role playing is used. In the ritual performances, the priest of Ozubo, the Olorogun wives, members of the Okosuotu masquerade cult, the Akasuo priest and others who participate directly or indirectly in the ritual performances are seen as actors and actresses. They are  impersonators representing the relevant ancestors, divinities or water spirits.

The costumes or regalia of the Olorogun masquerade designed by members of the Okosuotu cult are not mandatory on normal everyday occasion. They are worn only during the festival period just like the special costumes worn during dramatic presentation in modern theatre. With these costumes, the role played by the individual in the Olorogun mask has ritual implication. The wearing of the Olorogun headpiece or mask and the cloth that covers the performer (which is a disguise technique), serve as an indicator of the role played. He acts and assumes a divine role during the festival, representing the water spirit and is seen by the audience as an embodiment of the progenitor or water spirit usually presented. The Olorogun masquerade is a principal actor, the main character or protagonist and the life-wire of the festival. All other performers are acting for or on behalf of the Olorogun masquerade.

The Olorogun masquerade also holds as hand prop a small machete and dances to the rhythm of music produced at the orçhestra. He is generally restless and moves up and down the whole community stage while the audience follows from all sides and calls his praise name  Alabenikolokolokolo.This establishes the fact that there is an actor and an audience that is conscious and this is the essence of theatre and drama.

All the costumes, movements, dances and props together with the panegyric chant of Alabenikolokolokolo are the  determining factors that the person behind the Olorogun mask is an açtor impersonating the water spirits. The members of the audience on the other hand are active collaborators because they know that a human being not a spirit is behind the mask. The pretense by the audience not to know the secrets of the masquerade is what l refer to as a ritual theatrical convention that allows for aesthetic distance. Thus, the involvement of make- believe is not in doubt in the Olorogun masquerade festival.

Further to this, possession or trance which is a moment of higher degree of role-playing is also present. At that point in Olorogun performance when the performer reaches a state of spiritual ecstasy in which it is assumed that he does not control anymore his actions, the character being impersonated is believed to have taken over the acting. The fact that possession, including other aspects of ritual festival or religious drama have been found to be of profound interest and use in modern theatre points to it's theatricality and dramatic relevance in the Olorogun masquerade festival.

From the foregoing, it is obvious that the dramatic and theatrical quality of the Ayakoromo Olorogun masquerade festival cannot be doubted since all the basic ingredients of theatre viz, what is performed, the performer, the venue and the audience are inçorporated in the festival. The masquerades have costumes as dramatists do and the performances are scheduled at certain dates, periods of time and venue just as dramatists perform in theatres.

The Olorogun masquerade performs through the main and inner streets of the town thereby presenting the whole community as the acting stage. The masquerade dance performances take place at the Ozubou playground, an arena specially marked out by  the people for performance. Indeed, the Ayakoromo Olorogun festival presents a series of events  that are theatrical and this reinforces the common values and creative capabilities of the Ayakoromo people. From all the theatrical and dramatic qualities observed, one strongly believes that the Ayakoromo people have aspects of tradition that are dramatic and theatrical.  No matter  how much Euro-centric mentality adversely refers to the festival as non-dramatic, the fact remains that it is an aspect of African traditional drama and theatre. I want to conclude with S. E. Ododo's warning that "it will be misleading to maintain that theatrical experience that does not conform to  Western theatre canon is no theatre. A theatrical analysis of a festival within an African culture therefore, has the capacity to show similarities with Western theatre traditions and also presents its own unique aesthetic features"

Emman Amgbaduba of dumping him after working for the party in 2019 general elections.

He called on the said leaders to pick up his calls and tell him what they have for him in this Okowa second term administration.

We have been disgusted and infuriated over the unlawful military invasions of Bilabiri 1&2 Communities in Ekeremo LGA of Bayelsa state on last Friday. We condemn it in it entirety as  it is  barbaric , senseless and unlawful. We (Ijaws) have been pushed to the wall and we have decided to call for a total shutdown of all oil facilities in Niger Delta to protest against the continues unlawful burning of Ijaw communities if Federal Government fails to rebuild Bilabiri 1&2 within 30 days.

The killing of three military Officers was outrightly condemned by the Ijaw nation. But that seems not enough to pacify and reconciliate the marauding ,bias and sectional military Officers in Nigeria. Despite the massive condemnation of the attack, the military went ahead and burnt down two Ijaw speaking Communities in Ekeremo LGA on mere suspicion that some youths from those Communities could be part of the gunmen who killed three military personnel and abducted four expatriates.

The law of presumption of innocent has been violated. The law says every accused person (s) is or are presumed innoncent except proven guilty by a competent court of jurisdiction. Now which court actually told the sectional military that people they are suspecting are guilty of the crime before burning down the innocent commmunities?. This is an act of lawlessness and complete abuse of rights of residents of the innocent commmunities. The people's right to life, right to personal liberty, right to fair hearing and presumption of innocent have been violated.

The killing of three military and abduction four expatriates were never planned by the entire two Communities, and the action did not took place in Bilabiri 1&2 communities to warrant being burnt down unlawfully. Our king palace was burnt down. If it were in the North would they burnt a palace of emir because of one useless criminal?

This is a deliberate attempt to wipe out the existence of Ijaws in Nigeria. Our benevolent has been taken for granted being the strength of the country's economy. Killing ,burning and invading of Ijaw Communities is a coup against Ijaw nation and it is unacceptable.

In as much as we do not support killing of military personnel under any guise, we want to state unequivocally that more military died in the volatile North than the Southern Nigeria. But despite the massive killings Of Military Personnel In the North, no Northern community has been burnt down.On 18th December, 2019 two custom Officers were killed in Lokoja/Okene road but the government has not deem it fit to burn down the two cities.

Further more, on January 15, 2020 two soldiers were killed by bandits at Okene, up till now Okene has not been burnt down. On July 11, 2019  12 soldiers got missing and ten were killed in Damboa in Borno by suspected Boko Haram attack but up till now Damboa has not been burnt down. One soldier was killed in Rigasa area of Kuduna on January 16,2020 but Rigasa has not been burnt down. On March 22,2018, 12 soldiers were killed in Kuduna, military is yet to burn down Kaduna. On Friday 11,2019, 13soldiers killed by Boko Haram were given mass burial in Kaduna, but Kuduna is yet to be burnt down. January 9,2020 about 8 soldiers were killed in monguno town in Maiduguru but Monguno is yet to be burnt down, In November 22, 2018 about 100 soldiers were killed in a Metele village attack, but since Military has not burnt down Metele village in eastern Borno state and failed to compelled the community to produce identity of the attackers and  many more.

We  are now endanger spicies. We are at the verge of being wiped out.  We are disappointed over the unlawful invasion and burning of Bilabiri Communities.
There is no town or city in Nigeria that doesn't harbour criminals but non of such cities have been burnt down despite several criminal attacks on military personnel. Some suspected criminals came from Ijaw commmunities is not an enough reason to burnt down Ijaw communities, If the sectional military and Nigerian government do not have an evil agenda against Ijaw people.

The military action could not be referred as mere act of unprofessionalism but an act of wickedness and desperate move to kill and wipe Ijaw nation away for the free flow of the oil in our land. It may interest you to know that Bilabiri 1&2 are not militant dens but ancient commmunities of Ijaw speaking people. Thousands of its residents were displaced.Properties worth billions of naira were ravaged. Many indigenes are still trap in the maggrove forest. Others made homeless. No relief efforts. What an evil done to the sleeping innocent commmunities?

We hereby call for a rebuild of the commmunities within 30th days and the military who carry out this unlawful and dastard acts should be investigated and brought to book to serve as a deterrent to others.

If this is not done within 30 days ,we will be forced to call for shutdown of all oil facilities in Niger Delta region to protest against the continues invasion and burning of Ijaw communities in Niger Delta region.

Warri_____ The annual Ayakoromo Olorogun Beach Carnival is here again as the Okosu-otu masquerade group of Ayakoromo Community in Burutu Local Government Area of Delta State commenced the process of this year Olorogun first outing scheduled on 25th January, 2020.

According to our source, said preparation is on top gear to put finishing touch for the Beach Carnival that is coming up on the 24th January, 2020 at Ayakoromo Federated Community Youth Hall Water front, starting from 10:30am.

Music will be supplied by Bestman May and DJ Angos aka. Ayafa first son. The statement adds that, Chairman of the occasion is Mr. Fidelis Denghan and the Vice Chairman is Mr. Moses Mienkoromo, Chairman elect, Ayakoromo Federated Community. Mrs. Yellow Aguede Government will be the Chairlady while father of the day is Capt. Whisky, the King of Udu Ijaw, Warri.

However, there shall be a token of #500 only for gate fee. The general public is hereby invited to witness this years epoch making Ayakoromo Olorogun Beach Carnival, as well as the Olorogun Festival.

Benin____ A Niger Delta  Non-Governmental youth organisation that is comprising the nine states in the region, which are Abia, Akwa-lbom, Bayelsa, Cross Rivers, Delta, Edo, Imo, Rivers and Ondo states under the auspices of  'Progressive Youth Leadership Foundation of Niger Delta has called on Niger Deltans to be more united and live beyond ethnicity in order to ensure peace and attract sustainable development to the region.

The National President of the group, Comr. Adams Ogomugo Diplomat made the call   on 17th January, 2020 said let there be unity among the youths in Niger Delta so that we can advocate for sustainable development to our region. " He speak against ethnicity and tribal sentiments in order for Niger Delta to progress. We should think beyond ethnicity in the region, he stated."

The group made the call during the officially inauguration of the Edo state chapter executive at Oduware Lodge Benin city, where the National President handed over the Constitution of NDPYLF to the state chapter chairman, Comr. Mingo F Saya.

Some members of the newly inaugurated executive includes; the chairman, Comr Mingo F Saya, Comr. Gandi T. Wisdom Secretary,  Hon. Nike Tame Edah P. R. O, Hon Osagie Abayomi, mobilization officer, Comr. Uahomo Courage, Woman leader, Comr. Yanboh Samson, Assistant Secretary, Comr. Anita Godwin, Financial Secretary and others.

The state chapter Chairman, Comr. Mingo Friday briefly made an  acceptance speech by thanking the National President and his executive for finding him worthy and honoured to serve in the capacity of the state chapter chairman, and promised to bring the expected peace and unity to the foundation and Niger Delta at large.

The state chapter secretary Comr. Gandi wisdom also appreciated  the president and also promised to bring the blinking light of unity in Niger Delta.

The President further emphasized and called on Niger Deltans to think beyond ethnicity and focus on a united Niger Delta region.

The National President further pointed out some ethnic barriers facing the region as a result of disunity among ethnic groups in Niger Delta that has hindered development and security of the region. He therefore, urged all tribes in Niger Delta to take a bold step to build a lasting relationship which will fast track development in the region.

Comrade Adams therefore, formally welcome Edo state chapter chairman and his executive to the foundation.

Warri____ ln his effort to strengthen the Peoples Democratic Party, PDP in Burutu Local Government Area of Delta State, the front line Chairmanship aspirant in the forthcoming party Congress, Hon. Tam Godspower Odogwu has reaffirmed his commitment to serve the party better by respecting the hierarchy of party leadership, as well as work with the constitution of the party when elected as Chairman.

Hon. Odogwu stated this today in Warri while addressing the press, said maximum respect and recognition should be given to the elders and founding fathers of PDP in Burutu, noting that their opinion and advice would be highly respected in order to run a more inclusive and open door policy when given the opportunity to serve.

According to him, said; " As a growing young man, l know the importance of the words of our elders. Their words of wisdom is capable of catapulting one to greatness when given attention. I so much believe in sharing collective ideas to achieve a common goal.

Hence, l will always seek for advice from our party elders, so as to build a more stronger PDP in Burutu. Also, I will not deviate from the constitution in running the affairs of our great party, because there lies the modus operandi. I am appealing to my dear leaders in Burutu South and North to give me a try, and l promise not to disappoint our great party when elected as Chairman, Hon. Odogwu stated."

IYC Eastern Zone Calls For Unity Convention, Kicks Against Okoroete In Eastern Obolo As The Proposed Venue For National Constitutional Convention

PortHarcourt____ The leaders of Ijaw Youth Council, IYC Eastern Zone has unanimously calls for a unity Electoral Convention ahead the forthcoming 2020 Council election across ljaw nation, noting that there is the urgent need for the harmonization of Barr. Oweilaemi Pereotubo and Barr. Eric Omare factions earlier in order to end further fractionalization of lYC in the next National Executive Council.

The Eastern Council leaders equally kicked against the proposed plan of holding lYC National Constitutional Convention at Okoroete in Eastern Obolo by Barr. Oweilaemi Pereotubo, stressing that the venue is not appropriate with reasons best known to them and that Bille, Bonny and Abonnema should be used for the intending National Convention in order to avoid unnecessary crisis.

The Eastern leaders of Council take the unanimous decision in a communique issued on the 18th January, 2020 after a critical stakeholders meeting held in Rivers State capital PortHarcourt, stated that ljaw nation can no longer continue in disunity and fractionalization of Council, hence they came up with the following resolutions.

According to the Communique, read; "

THE COMMUNIQUE FROM CRITICAL STAKEHOLDERS MEETING ON THE POSITION OF IYC EASTERN ZONE ON THE QUEST FOR A UNITED IYC ELECTORAL CONVENTION. HELD ON THE 18TH OF JANUARY 2020.

Sequel to the prevailing setbacks and the National ridicules on Ijaw Nation base on the discordant voices of council on many National and Regional issues affecting the survival of Ijaw Nation and the Niger Delta in the present Nigerian State been the resultant effect of the long disunity and factionalization of council for almost three (3) years now.

Critical stakeholders of Ijaw Youth Council (IYC) Eastern Zone met on the need for unity and discussed extensively on the best possible ways for a United Ijaw Youth Council that will put an end to the existing disunity and further factionalization of council putting the Unity of Ijaw Nation first above zonal or individual interest which in times past have weakened our collective objectivesm and zeal as a people striving for Political and Economic survival in Nigeria.

Based on the above premise, the followings are the positions taken by critical stakeholders of IYC Eastern Zone for a United Ijaw Youth Council (IYC) Worldwide on her quest for Peace and a Unified IYC.

1. That Ijaw Nation across board yearns for a united IYC at this very critical era, therefore calls for a Unity Electoral Convention between Barr Oweilaemi Pereotubo and Barr Eric Omare that will end further factionalization of IYC in the next National Executive Council.

2. We therefore plead with our Sister Zones of the Central to the West, critical stakeholders of Ijaw Nation, Opinion leaders, Elders, Chapters and Clan Chairmen all over Ijaw Nation to eschew sentiments, speak out for unity and stand resolute for a United IYC Electoral Convention which has become expedient and an unavoidable necessity for our collective survival and Commonwealth of Ijaw Nation.

3. We have also decided that the proposed venue of Okoroete in Eastern Obolo by the National President Barr Oweilaemi Pereotubo for his proposed Constitutional Convention is not acceptable to the zone with reasons best known to the stakeholders that any intending Nagional Convention coming to Eastern Zone should take the venue of Bille,Bonny and Abonnema as the zone will not encourage any act that will fuel crisis in the zone if Eastern Obolo is allowed for any National Constitutional Convention now.

4.The zone having scrutinised lately the draft of the constitution and the time available before the expiration of the tenure of the presen National Executive Council, the Eastern  Zone is of the opinion that the present leadership should focus more on peace and uniting IYC for a smooth and peaceful transition that will birth a very formidable United Ijaw Youth Council as constitutional issues towards the expiration of previous tenures of past Presidents have always fueled the dividing crisis putting our most revered Council in disarray.

We sincerely urge all members of Council to act in manners and ways that will advance the course of unity in council at this material time to enable Ijaw Nation rise again with a United Voice that will renew the Hopes and Aspirations of our fathers, Youths, Mothers and Children to build the Ijaw Nation of our Dream, the statement adds.
